Description
The National Oceanic and Atmospheric Administration, Northeast Fisheries Science Center, Woods Hole, MA has a requirement for a contractor to conduct aerial surveys to collect and transmit near real-time data on the distribution and presence of sea turtles, fishing effort by gear type and area and sea surface temperatures. Data collected during aerial surveys shall include date, time, position (lat/long), altitude, speed, environmental conditions, fishing effort by gear type and area, turtle species, mammal species, number of animals, animal behavior, sea surface temperatures and pertinent comments. Sea surface temperature will be collected using a NMFS provided infra-red temperature sensor to be installed by the contractor in/on the aircraft. Photographs shall be taken when appropriate. Surveys shall be flown in a twin engine aircraft at an altitude of 500 feet and at 110 knots while over the water. Surveys shall extend from the North Carolina/Virginia border as far northward as required. Up to 12 surveys shall be conducted between April and June. The survey area shall cover from the beach out to the shelf break with east/west track lines at approximately 10 mile spacing. Survey protocols developed for similar surveys by NEFSC shall be followed. During the flight two observers shall report sightings of sea turtles and fishing activity, as well as all other required data elements, to a recorder who will enter the data into a computerized program. Required capabilities include hardware and software that allows the collection and entry of data; hardware and software to download and transmit all data as near real-time as possible; ability to procure a twin-engine aircraft with 3 passenger capacity, suitable for offshore work; use of an FAA licensed pilot that has experience with offshore resource surveys; observers/recorders with previous aerial survey experience and experience in proper identification of fishing effort by gear type, sea turtles, and marine mammals by species; photographic capabilities. The period of performance shall be from date of award through 12 months thereafter with two (2) additional one-year options. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about March 14, 2001. No contract award will be made on the basis of quotations received in response to this notice since this synopsis cannot be considered a Request for Proposal. The resultant contract will be firm fixed price. All responses from responsible sources will be considered.
