- The Industry Briefing for the USAKA/KMR Integrated Range Engineering (IRE) and Logistics Support (LS) Services Acquisition will be held 14 March 2001 from 8:00 AM until 5:00 PM at The Huntsville Hilton, 401 Williams Avenue SW, Huntsville, Alabama in the Grand Salon. No pre-registration with the Contracting Officer is required. There is no limitation on the number of persons per company who may attend. However, the maximum capacity for the meeting room is 200. The Tabular Format (TF!) software involved in the offer process is proprietary to Acquisition Services Consulting Group, Incorporated ("ASC") and is licensed to the U.S. Government for use on this acquisition. Potential offerors are hereby advised that this software may only be released within the offering organization or to its team members/subcontractors on a "need to know" basis solely for the purpose of participating in the acquisition effort in accordance with the SUB-LICENSE AGREEMENT AND ACKNOWLEDGEMENT form (sub-license agreement) that the team lead/prime contractor must sign and return to the Contracting Officer, along with a copy simultaneously to ASC, before being issued the TF! Software. The sub-license agreement and Subcontractor/Team Member TF! Nondisclosure Agreement (NDA) may be accessed at www.smdc.army.mil, click on Business, then USAKA. Under no circumstances can the software or information contained therein be distributed outside of the offering organization except to its subcontractors or team members supporting this acquisition effort. A specific SUBCONTRACTOR/TEAM MEMBER TF! NONDISCLOSURE AGREEMENT ("NDA") must be signed by the each subcontractors/team members with their its team lead/prime contractor before being given this software as they it will be bound by the same terms and conditions regarding distribution and use of the software and disclosure of information. A copy of each NDA shall simultaneously be furnished to the Contracting Officer and ASC immediately after signature by both parties. The government desires that the designated Team Lead under any teaming agreement and any offeror who will be the prime contractor under any other arrangement, be the only one to sign for this TF! software and, therefore, be responsible for dissemination through signing of the NDA's to other team members/subcontractors and be responsible for their compliance. In addition to the above, the government requests the team lead or prime contractor provide the Contracting Officer the name, telephone number, address (physical and email) of the official that will be signing the sub-license agreement as well as a list of all team members or subcontractors. This information shall be provided to the Contracting Officer no later than 13 March 2001 by email for existing subcontractors/team members and no later than two (2) business days after signing of the NDA for new subcontractors/team members that may be added. Once the sub-license is signed and returned to the Contracting Officer and ASC, the TF! Software, as soon as it is ready for this Project, will be emailed to that individual who signed the sub-license agreement. It is the government's intent to release a Draft RFP prior to the Industry Briefing if circumstances permit. If the DRFP is not ready for release, this will not hold up releasing the TF! Software. The package containing the TF! software will be issued only upon receipt by the Contracting Officer and ASC of the signed sub-license agreement. Upon completion of the acquisition process (award of a contract), all software must be destroyed with a certification to the Contracting Officer and ASC, along with a copy of the Subcontractor/Team Member Certification, that the offering organization and all of its team members/subcontractors have retained no copies of the software in any form, including storage on CD-ROM, hard or floppy disk, printed media copies of software formulas, etc. The offering organization may retain hard copies of all documentation submitted solely for archive purposes only. Should any potential offeror choose not to sign a TF! Sub-licensing agreement, they WILL NOT be issued the TF! Software that is required for proposal purposes. Should any potential subcontractor/team member choose not to sign the NDA, they SHALL NOT be issued a copy of the TF! Software by the team lead/prime contractor.
