Description
The Viral Epidemiology Branch (VEB) of the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI)intends to negotiate with the University of the West Indies, Jamaica on a sole source basis, for a five-year renewal of the study entitled, "Natural History of Human T-Lymphotropic Virus I (HTLV-1) in the Caribbean". This project, currently under Contract N01-CP-40548 has been on-going since 1984. It is the objective, under this renewal, to continue and expand a series of research studies focused on the natural history of HTLV-I infection and molecular markers of disease risk. Many studies under the existing contract are currently ongoing, including (1) the clinical follow-up of children born to HTLV-I infected and uninfected mothers, (2) disease registries that enroll patients with HTLV-I-associated diseases, and (3) clinical follow-up of their family members who are believed to be at high risk of developing disease. Two additional population-based studies will be implemented in order to determine the range of HTLV-I associated diseases in children and adults, as well as risk factors for disease progression. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1(a)(2)(ii). See Numbered Note 22. Numbered Note 22 applies as follows: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
