Description
TACOM is issuing a Request for Proposal (RFP) for an Assault Hoseline System (AHS). The AHS is described in Purchase Description (PD) 2268. The Assault Hoseline System is a cross-country, bulk fuel distribution system consisting of 14,000 feet of four inch collapsible hose with a standard 350 gallon per minute (GPM) diesel engine driven, pressure regulated, pumping assembly used to move fuel through the system. The system includes a mechanical means of deploying and recovering the hose and has the capability to traverse all types of terrain, be deployed over obstacles of 200 feet in length, control the flow of fuel, evacuate, and recover the hose after use. The Assault Hoseline is used by the Army's Petroleum Supply Company and Petroleum Pipeline and Terminal Operating Company in the Army's Corps and Theater areas to transfer fuel between bulk storage facilities over varied and difficult terrain. TACOM plans to award a firm fixed price (FFP) 8-year requirements type contract using Other Procurement Army (OPA) funds. The contractor will be required to provide Assault Hoseline Systems, and supporting services under the contract terms. The Government will award a contract to the offeror whose offer represents the best value to the Government. Four (4) AHS systems will be required for testing purposes. Three (3) will be used for testing efforts and one (1) will be used for provisioning efforts. Contractor-conducted testing is required and shall be performed by the contractor on selected major components and all non-major components. Government-conducted testing is required and shall be performed by the Government on complete AHS systems. The contractor shall provide support during Government testing. The contractor is required to provide on-site repairs and materials during the Government testing. Instructor & Key Personnel Training (IKPT) will be options available with each delivery order.
