Description
NOTE: Any prospective bidder/offeror interested in obtaining specifications for this solicitation MUST REGISTER ON OUR WEBSITE at https://ebs.sas.usace.army.mil/ . Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of work: Indefinite Delivery, Multi Task Construction and Design/Build Construction Contract with fixed prime contractor labor rates for a wide variety of maintenance, repair and minor new construction tasks. Work will be performed at (or in the vicinity of) North Carolina, limited work in South Carolina and Georgia, Corps of Engineers civil works requirements, and other Federal Facilities. The majority of work placed as task orders against the contract, when awarded, will be located on Military installations in North Carolina with some work being located in South Carolina and Georgia. The task orders will be Firm Fixed Price Construction (FFP-C) or Firm Fixed Price Design/Build (FFP-D/B). In unusual and rare circumstances and with the Contracting Officer's approval, a task order may be issued with a final definitized scope of work, an independent government estimate, and a fixed price to be further adjusted. This procurement will be acquired through Low Price Technically Acceptable (LPTA) procurement. Options are included in the contract. Offerors are required to submit price and technical proposal information as stated in the solicitation. The following evaluation criteria will be used for selection: The evaluation factors for Construction will be (1) past performance, (2) experience and (3) management. The evaluations factors for Design will be specialized (1) experience and technical competence, (2) capacity, (3) professional qualifications and (4) knowledge of locality. The acquisition strategy is a lowest cost technically acceptable request for proposal. Proposals will be received and evaluated on a GO/NO-GO basis. Each proposal shall contain the offeror's best technical proposal and best price. It is intended that award will be made without discussions, however, the Government may determine that discussions are necessary. Estimated cost range of project is from $10,000,000.00 to $25,000,000.00. Network Analysis System will be required on a task order by task order basis. This solicitation is issued on an unrestricted basis pursuant to the "Business Opportunity Development Reform Act of 1988" (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about March 19, 2001. Amendments to this solicitation will be posted on the internet at the above address unless the total amended compressed files are greater than 5 MBYTES, in which case a new CD ROM disk will be issued. For amendments that are only posted on the Internet, SF 30, Amendment of Solicitation/Modification of Contract, and a list of revised specifications and drawings will be mailed to each bidder.
