Description
This is a combined synopsis/RFQ for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation, # MDA230-01-Q-2247, is a Request for Quotation (RFQ). Quotes are requested and a written solicitation will not be issued. The government anticipates a Firm Fixed Price purchase order. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-22. The North American Industry Classification System (NAICS) code is 611430 (Professional and Management Development Training) with a small business size standard of $5.0 million. The Defense Finance and Accounting Service (DFAS) has chosen the Balanced Scorecard (BSC) as the management tool for implementing the DFAS Strategic Plan. DFAS will be deploying the BSC throughout the organization. The BSC will allow DFAS to track our objectives, measures, targets and initiatives. The requirement is to provide BSC training to thirty (30) employees from the various Business Lines at DFAS. The training will be delivered to client representatives who will champion, coordinate and build the BSC in our organization. The training should be structured in a "How To" hands-on, intensive, two-day "Skill Building Workshop" format designed to teach key design skills and it shall be case based. These skills shall be explained, demonstrated and practiced using a case-based training approach. The training should use our DFAS Corporate Scorecard and cascade down using one of our Business Lines. The training should provide students with the skills and knowledge required to effectively assist in the creation of scorecards for the various business lines. The training shall reference the DFAS situation and encourage discussion to make the material relevant to the DFAS situation. DFAS will provide background material to the trainers. CLIN 0001 The contractor shall provide all necessary trainers, course materials, and any other training materials needed to build the skills of 30 students/participants. Training material shall include 30 copies of the Student Guide and 30 copies of the appropriate quick reference materials. Specific skills that training shall be provided for include: Introduction and explanation of BSC concepts and processes Defining the strategic destination, strategic themes and linked objectives Building measures and targets Mapping strategic initiatives Creating an implementation plan The contractor shall deliver instructor led training, using training materials, student guides, instructor guides, white board, and overhead projector. Contractor Assistance. Government personnel from DFAS Columbus Conference Center will provide any audio/visual needs or other special requirements for the training. PLACE OF PERFORMANCE: Training shall be held at the DFAS Conference Center located at 3990 East Broad Street Columbus, Ohio 43218 on March 22, 2001 and March 23, 2001. EVALUATION: Evaluation shall be based on 3 factors. In descending order of importance 1) Description, not to exceed 2 (two) pages, of ability to perform the required training. 2) Past performance. Offerors shall submit the names of companies and names of contacts and the working phone number for the contacts on 3 (three) similar training contracts that have been done, preferably government, within the past 2 years. 3) Price. Evaluation factors 1 and 2, when combined, are significantly more important than price.
