SUBJECT: Minutes to formal pre-proposal conference. GS-03P-01-GID-0001 The General Services Administration, Federal Protective Service Division, Mid-Atlantic Region, held a pre-proposal conference for the above referenced project on February 28, 2001at 09:30 AM, Eastern standard time, at the: United States Fish and Wildlife Service, National Conservation Training Center Institutional Building, room 215, Shepherds Grade, route box 160, in Shepherdstown, WV 25443. The intent of this notification is to provide an accurate accounting of events and discussions presented at this meeting and provide equal access to information exchanged at this meeting. The solicited procurement process will result in the award of an Indefinite quantity requirements term contract for Alarm Monitor/Telecommunication Dispatcher services, Armed and Unarmed professional Guard services, and Building Security Officer services. The required services will be performed at owned and leased Federal facilities located in the Counties of Berkley, Jefferson and Morgan, in the State of West Virginia, The county of Frederick, in the Commonwealth of Virginia is also included as part of this solicitation. John J. Mountain, acting in his role as Contracting Officer for the General Services Administration, Federal Protective Division, opened the conference by introducing Government personnel associated with this procurement. They are presented here along with a brief description of their roles in the procurement and contract award administration processes.  Rick Schaeffer, Source Selection Technical Evaluation board member, and resulting contract award Contracting Officer's Representative,  Ted Taylor, Source Selection Technical Evaluation board member,  Bernadette Carter, Source Selection Technical Evaluation board member, Protection Specialist,  Nancy Hindes, Protection Specialist, observer of the procurement process.  Refer to Attachment A for a list of conference attendees. Mr. Mountain then stated that the Government would issue an amendment to the solicitation that will address the addition of Frederick County in the Commonwealth of Virginia. This amendment will also address any other issue unresolved prior to the start of this conference. He stated that he anticipated that this amendment would not affect or change the announced proposal close date. In order to fulfill the stated purpose of the conference; Mr. Mountain outlined the following basic solicitation requirements: 1). -- This procurement is 100% Total Small Business set aside. The Small Business size standard is 9 Million. The prior applicable SIC Code 7381, is replaced by the NAICS Code 861612. 2). -- Contract Period. The Government's anticipated performance start date is 07/16/2001. This requirement is solicited utilizing best value, source selection proposal processes. The results of these processes will lead to the award of firm fixed price, with economic price adjustment contract, for a base one-year performance period that includes the option for four follow-on consecutive option year performance periods. 3). -- Bonding. The solicitation does not require that Contractor's submitting proposal packages include bonding with their proposal. 4). -- Insurance Requirements. A certificate of insurance is required before the start of any physical contract related work. The successful Contractor must furnish to the Contracting Officer a current Certificate of Insurance, listing the General Services Administration, Federal Protective Service Division as co-insured, meeting the minimum requirements specified in the solicitation. 5). -- Minimum wage and fringe benefits required by U.S. Department of Labor are presented in the solicitation document and solicitation amendment. The wages and benefits presented are the mandated minimum wage rates and benefits that the Contractor must pay for services described by this solicitation. There are two applicable wage determinations required by this solicitation and resulting amendment. The wage determinations list specific Counties applicable to each determination. The published rates apply to the specified geographical areas where the physical contract related work is being performed. The Contractor awarded this contract need not be a Union affiliated firm, however, employees must be paid as a minimum, the labor and benefit rates specified in the applicable wage determination. Interested Contractor's must also be aware of the local wage conditions paid in respect to the close proximity of the geographical areas of Washington, D.C. 6). The successful Contractor must have a current license to provide security services in each specified geographic area prior to award of this contract. Failure to comply with this requirement will render your proposal non-responsive. 7). -- Proposals must be forwarded to the General Services Administration Regional Office, Federal Protective Service Division Office, (3PSA, The Wanamaker Building; Room 732 Philadelphia, PA 19107-3396 at close of business on March 16, 2001. This is the designated office for receipt of proposals. There will be no public reading or listing of received proposals at this time Mr. Mountain then presented a brief overview of best value, source selection process: He explained that to successfully compete for this award, Contractor's submitting proposal packages must provide a separate technical merit proposal along with a separate price proposal. This is a negotiated contract action. Final award will be based on price and non-price related factors. Discussions will be conducted with those firms within the competitive range. At the close of these discussions remaining firms will be given an opportunity to submit revised proposals. The Contracting Officer will make the final award decision with the possibility of technical/price tradeoff to achieve the best value to the Government for the services awarded. Mr. Mountain then discussed factors related to the Contractor's proposed technical proposal. Discussions centered on the expected elements of a responsive technical proposal as presented in Section L, page L-8through L10. Past performance of similar work experiences stressing the importance of providing complete past history references to include current telephone numbers and proper identification of knowledgeable individuals familiar with each firm's performance. Provide references that represent contracts similar to or related to the services and magnitude, as those required by this solicitation. Management Plan. Required elements for Supervision. The Government does not state or require a predetermined ratio of Contractor supervisory time. The solicitation requires that the Contractor provide all supervision necessary to successfully insure the completion of all solicitation requirements. The Contractor must determine and provide the level of supervision necessary to achieve this requirement and demonstrate their intentions as an element to their management plan. Communication plan. The requirement for complete communication by contract employees is presented in Section C and is further defined in Part, III, Section J, and Exhibit 2. The Contractor's proposed management plan must defined their best assessment to address this issue which shall be reflected in their proposed management plan and address the cost for same in their price proposal. Mr. Mountain explained that the Contractor's proposed management plan should contain details specific to staffing of reserve contract personnel, employee scheduled breaks and Department of Labor and OSHA standards for employee relief, contract staffing and the timely replacement of dismissed or retired contract employees. Locations and Government need. The Exhibits presented in Part III, Section J, as Exhibit's, represent best known estimates at this time for performance hours and locations of services required. The Government_s intention is to award delivery orders (task orders), for security services based on actual Government Agency need at the time of award of each delivery or task order. Estimated exhibits will be replaced by actual exhibits, which detail the exact requirement to be awarded and attached to the awarded delivery order. Project Manager. Attention to detail in nominating an experienced individual who has past experiences managing projects that are similar to this requirement. The individual should posses a general knowledge of Government contract principals and thoroughly familiar with General Service Administration, Federal Protective Service Division requirements pertaining to the performance of security services required by this solicitation. Mr. Mountain then opened the conference to those present for discussion of questions or issues of concern to those assembled. These included but are not limited to the following issues: 1. The solicitation states that the Contractor's supervisory training will be based on Government provided Supervisory Training Manual. It further states that this manual will be given to each supervisor at the beginning of the supervisory training course. How will Contractor's conform to this requirement? Answer: Amendment 1 removes any reference to this manual. This document represents an accurate accounting of the pre-proposal conference. This document is issued for general information purposes only and in no way changes or alters the solicitation document. Changes to the solicitation document are accomplished by amendment to the document. The Contractor must acknowledge receipt of amendments by number and date in their submitted proposal.
