- Description
- This modification is issued to rescind the 100% small business set-aside advertised on Wednesday, July 12, 2000 for the requirement of laboratory testing of urine samples. The Solicitation Number has been changed from CS-00-034 to CS-01-037. It is anticipated that the RFP will be issued on about April 9, 2001. The requirement is a requirements type contract for a base period, from date of contract award through September 30, 2001 and four option years (FY_s 2002, 2003, 2004 and 2005). The Office of Human Resources of the USCS requires drug analysis services in support of its Drug Free Federal Workplace Program, implementing Executive Order 12564. The contract shall be performed in accordance with the Department of Health and Human Services (HHS) _Mandatory Guidelines for Federal Workplace Drug Testing Programs._ The HHS Mandatory Guidelines is available on line at http://www.health.org/GDLNS-94.htm. The selected contractor for urinalysis services shall be required to perform the following tasks: (1) Provide and distribute all urinalysis sampling supplies; (2) Conduct urinalysis (screening and confirmation testing) in accordance with the specified technical protocol and administrative controls in accordance with HHS guidelines; (3) Issue reports of analysis; (4) Provide a contract manager; and (5) Make available expert witness, as necessary, in connection with administrative and judicial proceedings. Approximately 350 urine samples per month and up to 4,300 per year shall be forwarded by registered mail or courier service from sites throughout the 48 contiguous states, Alaska, Hawaii, Canada, and the Caribbean to the contractor for analysis. Separate USCS contractor will perform sample collection. Work shall be performed with contractor personnel and equipment, and the contractor shall be subject to regular inspections (some unannounced) by the USCS. Contractor shall be expected to comply with procedures for testing urine specimens as controlled by the _Science and Technical Guidelines for Drug Testing Programs_ issued by HHS, which may be routinely updated for the purpose of providing additional guidance. Companies responding to this requirement must be certified by HSS to perform urine drug testing for Federal agencies.
