- Description
- The Government intends to issue a sole source contract to SRI International, Not-For-Profit Organization, Meno, CA for the design and production of Airborne Positioning Location System (APLS). The Government has previously announced its intent in this requirement but failed to receive competitive interest. The interaction among the requirements must reflect the state of the art in current positioning/geolocation technologies and must produce a self-contained portable APLS. The requirement is for two prototypes APLS systems. The APLS's will be used for collection of position, attitude, and trajectory data during military testing of parachutes and aerial delivery systems. This data must be stored in an APLS data logging subsystem. Measurements are required for position of both pallets and personnel with data recording starting inside the aircraft and continuing from their exit from airdrop planes until their contact with the ground. The APLS hardware must be rugged and designed to minimize physical size and weight, such that it must be self-contained and portable and shall include sufficient power and data storage to meet the data acquisition and data storage requirements for the full period of operation. The system shall not interfere with aircraft instrumentation or parachute attachment and deployment. Once each instrumented drop has been completed the position and attitude data must be transferred to a ground-based computing system where post-mission processing functions such as data merging is performed by analysis personnel. To receive an award the offeror must be registered in the Central Contractor Registration (CCR), and must have a valid DUNS number, Cage Code, and Tax Identification Number.
