Description
UNICOR, Federal Prison Industries is currently seeking technical information from sources to obtain mattress components as an all or none requirement. It is the goal of UNICOR to issue a solicitation which will allow for full and open competition whereby all components will be provided by one potential contractor. The end use of this mattress will be for medical/healthcare facilities, dorm/quarters, etc. The below listed scope of work statements are hereby being released to all interested parties to review, comment and/or make suggestions and recommendations. Following are the items to be procured: Polyurethane Padding (Core # 1) FAB #'s 3348, 3349, 3350, and 3351 -- Mattress Core, Polyurethane Foam. Dimensions: 35"X80"X6"; of 1.8 lbs; 35 ILD foam in middle section -- die cut defined as follows; "Plus" and "T" die cuts are to be used. "Plus cuts are 1-3/4 X 1-3/4 in size. "T"cuts are 1-3/4 X 1" in size; 22 total rows of die cuts covering area 21" wide by 70" in length; 18 rows in middle to contain Qty=8 cuts across width with each cut 1" apart; 2 rows (one on each end of the 18 rows above) with Qty=4 "Plus" shaped die cuts and Qty=2 "T" shaped die cuts (one on each end). These rows are 14" in width and are to be centered over the other rows; 2 rows (one on each end of the rows above) with Qty=4 "T" cuts. These rows are to be 10" in length, and are centered over the other rows; all rows are to be 1-1/2" apart in length. Bacteria resistant and antifungal-treated with Ultra Fresh. Mattress core will be able to gatch in any position; Cores tested to meed CAL TB 117. Packaging; Cores shipped in 6 mil. Plastic bags-2 per bag. Polyester Padding (Core # 2) FAB #'s 5168, 5169, 5170, and 5171 -- Densified Polyester Batting Mattress Core, 100% densified polyester batting; Minimum 20% low melt content; Firmness 2.5 oz. Per square foot per inch minimum; Cores tested to meet CAL TB 117. Core with dimension of 36"X75" 51/2" will weigh 16.11 pounds (+10%/-5%). Core with dimension of 36"X80"X51/2" will weigh 17.19 lbs. (+10%/-5%). Core with dimension of 38"X80"X51/2" will weigh 17.01 lbs (+10%/-5%). Packaging: Cores shipped in 5 mil. Minimum plastic bags color coded by size at the Government's option. 5 cores per bag. Mattress Ticking FAB 8556, 200-210 Denier Nylon fabric with blended Neoprene/Butyl Rubber Coating. Width: 58" minimum: Color: Navy Blue, Thickness: 10-14 mils., Thread Count: 110 minimum, Weight: 8.5 oz/square yard minimum. Hydrostatic Burst (PSI): 160 lbs. Minimum (FED STD 191-5512), Non-Allergenic, Anti Bacterial/Anti-Fungal, per AATCC 30-1988 and 147-1988. Packaging: Put up in 100 Yard rolls. Fabric of non-US origin is acceptable for this part number only. Fire Barrier, FAB 8557, Fabric, Tubular Sleeve Construction: 1X1 rib knit: Weight: 3.5oz/linear yard minimum, width: 30" minimum, Color: Heather or Natural. Fire Barrier Fabric suitable for use as a protective cover over mattress cores made from polyurethane and polyester. Mattresses using this barrier will be tested by UNICOR to meet all or some of the following full scale fire tests for mattresses: California Technical Bulletin 121, and 129, and BFD 1X-11. The above components will be constructed into a mattress by the contractor using Core # 1 and Core # 2 which shall be tested by an independent laboratory for compliance with California Technical Bulletin # 129. A sample of two (2) each finished mattresses is required each constructed using the materials above with Core # 1 and Core # 2. Submission of this sample shall be a condition of contract award. The primary emphasis of this procurement is to ensure that all components, when assembled by UNICOR, will meet all fire tests as referenced above. The following information is being sought: 1) Components which offer a durable end product, hence will enable UNICOR to: a) be competitive in price and b) offer a mattress that is comfortable, yet meets all safety standards, c) eliminate the use of patented items in this requirement which will prohibit full and open competition; 2) Ideas and/or suggestions as to whether or not all of the above mentioned items may or may not be offered by one contractor and why; 3) As acknowledgment to this advertisement, each interested party shall send in on their company letterhead, responses to UNICOR's primary emphasis, along with any additional suggestions to be made which shall not be more than two (2) pages in length. UNICOR will hold a pre-proposal conference to be determined at a later date which will entail each contractor presenting their ideas and suggestions for the forthcoming solicitation. Responses to this advertisement shall be received not later than March 27, 2001 at 2:00 pm to the attention of Joscie L.
