Description
Presolicitation Notice of draft PWS and Sections L and M for the A-76 acquisition of support services for the Fort Carson G3/Directorate of Plans, Training and Mobilization (G3/DPTM). NAICS code 561210. This notice serves as a request for submission of information papers in accordance with the Advisory Multi-Step Process detailed at the Federal Acquisition Regulation (FAR) Part 15.202. The Government strongly believes that small businesses are strong candidates to be prime contractors for the G3/DPTM requirement. However, in light of the wide array of functional areas involved in this requirement, and due to the at least 50% requirement for small business performance under FAR 52.219-14 LIMITATIONS ON SUBCONTRACTING in the event of a set-aside, we believe that it would be a disadvantage to small business for the Government to set-aside this requirement. Presently, a set-aside determination regarding this requirement has not been made. Large businesses are encouraged to submit responses for the FAR 15.202 Advisory multi-step process; to comment upon and submit questions concerning the draft PWS and Sections L and M; and to attend a future Acquisition Review Conference. The Directorate of Contracting is seeking to identify potential sources and their capabilities to perform support services for G3/DPTM. In accordance with FAR 15.202 Advisory Multi-Step Process, interested sources are requested to submit information that allows the Government to advise interested sources about their potential to be viable competitors. The Government will evaluate the responses from interested sources solely to advise firms of their potential to be viable competitors. Interested sources should submit information demonstrating their capability to perform and provide the required support services. Responses from interested sources are to include the following information: name of firm and office submitting the response; contact person; telephone number; fax number; e-mail address; a brief description of the company and its experience relative to the performance of this or similar services; the firm's business size and whether it is designated a Small Business, Small Disadvantaged Business and/or Woman-Owned Business. The Small Business Size Standard is $5,000,000. The Government expects to receive a document similar to a business plan addressing at a minimum your management approach, human resources, the requirement of FAR Clause 52.219-14 (51% rule for Small Business Performance), which functions will be subcontracted and a description of teaming arrangements, and recent/ relevant (i.e. within 5 years and similar to the requirement identified in the draft PWS and Sections L and M) corporate/key personnel past performance and experience. The focus of the information should be on the major functional areas listed in this notice. Interested sources should provide their information via e-mail, the preferred method, or fax (FAX # (719) 525-4490) in not more than twenty five pages by 12:00 noon, MST, 19 Mar 01. This requirement is to provide support services for the G3/DPTM at Fort Carson, Colorado. The major functional areas include: Ammunition; Operations; Mobilization; Range Control Support; Reserve Component Support; Plans and Major Exercise Support; Education Services; Individual Military Training Support; Battle Simulations; Tasking; Training Support; and Visual Information. The services are currently being performed by government employees. The requirement will be competed following the guidelines of the Office of Management and Budget Circular A-76, Performance of Commercial Activities. The draft PWS and Sections L and M will be made available at the Directorate of Contracting Web site (http://docweb.carson.army.mil) on or about 6 Mar 01 and will only be released electronically through this web site. No hard copies of any documents related to this acquisition will be provided. Receipt of industry comments and questions is requested by 12 Mar 01 in order to address comments and questions at a future Acquisition Review Conference. Questions and comments may be sent to the e-mail address provided below. Tentative dates for a partial list of major acquisition strategies and milestones for this requirement, which may be subject to future change and adjustment, are as follows: A.6 Mar 01 Draft Sections L and M, and PWS issued; B.12 Mar 01 Receipt of industry comments and questions due regarding draft solicitation; C.19 Mar 01 Receipt of information from firms in accordance with FAR 15.202 demonstrating their capability to provide the required support services; D.1 Jun 01 RFP (Request for Proposal) issued; and E.1 Aug 01 Industry proposals due.
