- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. R1-01-14 is issued as a Request for Proposals. This will be a firm fixed-price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-21. This solicitation is unrestricted. The North American Industry Classification System (NAICS) for this procurement is 421420, Office Equipment Wholesalers. The Small Business Size Standard is 100 employees. Item description is as follows: Line Item 01 Two (2) high-speed digital copiers that shall meet the following minimum requirements: 75 pages per minute (minimum speed); Tandem copy capability with 150 copies per minute in tandem copy mode; Must scan once and print from memory for multiple copies; dual access with the ability to scan additional jobs while copying is in progress; Must be able to scan up to five (5) jobs; Equipment shall hav a job status screen so users can see information about current and waiting jobs; Must have on-line finishing capability that can single staple any corner or double staple any side of a document, up to 50 pages thick; Must be able to center stitch and fold up to 11 inch by 17 inch (11" x 17") paper; Must have post-sheet insertion capability to add covers to center stitched documents; 4,000 sheet main capacity tray, two (2) 500 sheet trays, and one 1,000 sheet tray, all of which must accept 11"x17" paper; Ability to copy up to 110 pound index paper through all trays; Ability to copy onto tabs; Must have 150 sheet bypass tray that senses the copy paper size; Ability to program simplex and duplex copies from mixed simplex and duplex originals; Ability to mix scanned documents and print them from memory; Must have 100 sheet document feeder with split scanner; Must have internal hard disk for forms and document storage for recall and printing at any time from hard disk memory; Must have 320 megabytes (MB) of memory to allow scanning and completion of large print jobs; and Delivery of Copy Machines within 45 days of contract award. Additionally, offeror should price out various maintenance schedules, including maintenance service within 24 hours of notification of copier malfunction. The Forest Service will be evaluating proposals on past performance history related to providing quality products and satisfactory customer service. Award will be made to the offeror whose proposal is the best value for the Forest Service comparing price vs. minimum technical requirements. Evaluation of technical requirements, in total, are significantly more important than price. Between proposals of equal technical quality, price will be the determining factor. Offerors should include a list of all relevant projects completed within the last three (3) years, including a reference name, phone number, project description and amount, problems encountered and/or overcome, and whether or not project was completed in a timely fashion. Delivery destination for Line Item 01 is USDA Forest Service, 200 East Broadway, Missoula, Montana 59807. Invoices shall be submitted to: USDA Forest Service, Acquisition Management, P.O. Box 7669, Federal Building, Missoula, Montana 59807. Offeror may use readily available product literature to provide a technical description of the products offered. Offers, including all technical data required, signed Standard Form 1449 Solicitation/Contract/Order for Commercial Items; and any completed certifications shall be sent to Contracting Officer, Selena Odlin at USDA Forest Service, Regional Office, PO Box 7669, (200 East Broadway), Federal Building, Missoula, Montana 59807.
