Description

Government intends to purchase, on a sole source basis, a digital audio communication system (DAC) from Advanced Simulation Technology, Incorporated, 441A Carlisle Drive, Herndon, VA 20170. The required DAC must be fully compatible with the Naval Surface Warfare Center Dahlgren Division's existing DAC which will be expanded as part of the Distributed Engineering Plant (DEP) through this acquisition. Award is to be made using Simplified Acquisition Procedures -- Reference Solicitation N00178-01-R-3022. -- ADDITIONAL INFORMATION -- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The NAICS Code is 513390 and the Small Business size standard is $11,000,000. Contract Line Items 0001: Digital Audio Communication System, ASTI Part Numbers XIC-01-109-21 (quant. 15 each) and XCI-02-109-21 (quant. 5 each) which consist of: HHT-01 (quant. 50 each) and PPT-001 (quant. 50 each) Requirements: Digital Audio Communication System fully DIS compliant with the Naval Surface Warfare Center's Distributed Engineering Plant (DEP). The required system must provide two configurations options. Configuration #1 must allow voice communications via DIS over an Ethernet interface. Configuration # 2 must allow interface with facilities native voice communications without modification to either system or addition of interface converters. The required system must allow simultaneous voice networks to be established and must allow NSWC personnel to predefine the voice communications software (models) that are to be distributed to the DEP sites. The system must allow the user to interactively select the voice communications network to use via a handheld device for Configuration # 1, or user's native voice communications system for Configuration # 2. The required system must allow distribution of audio and control data from a single system to user stations throughout a facility via twisted pair CAT5 cabling. The twisted pair cabling must be independent of the DIS Ethernet feed. Delivery/Acceptance: All items shall be delivered FOB destination, transportation prepaid to the Naval Surface Warfare Center, Inspection and Acceptance at the Naval Surface Warfare Center, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Instructions to Offerors: The provisions at 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL, applies to this acquisition. Offer Representations and Certifications-Commercial Items: The offeror must include a completed copy of the provisions at 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS with its offer, and the provisions in DFAR 252.212-7000, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS. Additional Contract Requirements: Offeror must provide its Standard Commercial Warranty coverage to all items purchased consistent with the warranty terms and conditions offered to all commercial customers.
