- POTENTIAL SOURCES SOUGHT. The U.S. Coast Guard Maintenance and Logistics Command Atlantic (MLCA) has a requirement to remove and replace the lower crankshaft, make block repairs, reassemble, and test, in-place, a Fairbanks Morse FM38D8 1/8 engine installed on the Coast Guard Cutter Mackinaw, located in Cheboygan, Michigan. It is the Government's belief that only Fairbanks Morse Engine Division, BF Goodrich Company, can provide a replacement crankshaft that meets US Coast Guard form, fit and function requirements; has the technical expertise and capability to perform the required maintenance and repairs, and can provide a minimum one year warranty on the engine. However, other potential sources having the expertise and required capabilities to perform and warranty this work can submit information discussing their capabilities, within 15 days from the date of this announcement. The following information must be provided to evaluate the acceptability of the work: 1) Complete and current engineering data to demonstrate the acceptability of the replacement crankshaft (i.e. salient physical, functional and serviceability characteristics) and of the maintenance and repair process, or 2) data that Fairbanks Morse FM38D8 1/8 engine repairs have been satisfactorily performed for the government or the original equipment manufacturer.
