Description

Best Value Construction Services Task Order Contract (TOC). The USPFO for Michigan is soliciting proposals for a multiple award, multiple discipline, multiple-year maintenance, repair and construction service contract for the Battle Creek Air National Guard Base, Battle Creek, MI and the Fort Custer Training Center (Army National Guard), Augusta, MI. Work to be performed at the following National Guard County locations: Calhoun and Kalamazoo Counties. Multiple awards will be made. Individual task orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) calendar year from date of contract award, with option to extend contracts for four (4) additional years. Task orders shall not exceed a cumulative amount of $20 million for the life of the contract. Individual task order will be a minimum of $2,000 and maximum of $2 million. Source selection procedures in accordance with FAR Part 15.3 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Technical Support Staff, Quality Control Plan, and Financial Capability; (2) Past performance;(3) Subcontracting Support Capability with an emphasis on Subcontract Management Staff, Identification of Key Subcontractors, and Purchasing System/Level of Subcontracting; and (4) Price Proposal for prototypical project. All Contractors must be actively registered in the Central Contractor Registry (CCR) prior to award in order to be eligible for award of this contract. The solicitation is anticipated to be distributed on or about 27 MAR 2001. Proposals will be due 30 days after issuance of solicitation. The following SIC codes are applicable to this procurement SIC 15, 17 and 1611. No telephone requests will be accepted. All responsible sources may submit a proposal which shall be considered. This procurement is unrestricted.
