Description
MARKET SURVEY & ACQUISITION STRATEGY DEVELOPMENT: VA will conduct an onsite pre-proposal conference at the VA Medical Center, Memphis, TN to assist in the development of an acquisition strategy for the following complex demolition project. VA proposes to issue a RFP for a best- value award. SCOPE OF WORK: a. Construct temporary office space (approximately 5,000-sq. ft.) in the new bed tower and permanent office space (approximately 2,600-sq. ft.) in the existing building for various occupancies. b. Abate asbestos in the roof mechanical equipment room (air handler insulation, steam lines, etc), floor tile and mastic, pipe elbows and joints and various other locations. c. Remove four passenger and three service elevators cabs and equipment and store during the demolition for reinstallation in a future contract. d. Mechanical and electrical services and systems will have to be removed/relocated/reconnected as required to not disturb the occupied areas; this includes mechanical rooms other than elevator machine rooms. The pneumatic tube system has to be reworked and kept in service during the work. e. Demolish tower, 5th through the 13th floors; Ground through 4th floors of the hospital will remain occupied and in service. The 5th floor slab becomes the new roof -- provide temporary roof during demolition, permanent roof after demolition. Patient, visitor, and staff safety in the occupied space, continuity of utility service, noise and dust control, debris management, infection control, etc., during demolition are all critical issues. The medical center must remain fully functional without degradation of any services. No explosives will be permitted nor the use of very noisy or extreme vibration causing equipment such as a demolition ball. f. Tower floors are approximately 24,300 square feet per floor (about 156 feet long a side), surrounded below and on all sides by occupied, functioning hospital space in the remaining base (ground through 4th floor) which cannot be vacated nor disrupted. The primary structural material is cast-in-place concrete. The floor and roof construction is a combination of one-way and two-way pan joists with several areas of flat slabs. The exterior finish is concrete precast panels on the tower and brick precast panels on the lower floors. ESTIMATED PRICE RANGE: $5,000,000 TO $10,000,000 PROPOSED EVALUATION CRITERIA: a. Experience on Similar Projects (40%) The offeror must present at least 2 but not more than 10 projects substantially complete within the past six (6) years. Offeror must explain how the characteristics of each of their projects relate to the characteristics of this project. The similarity to the Seismic Corrections/Modernization project is more important than the quantity. At least two projects presented must have the following characteristics: (1) Project was for the demolition of a high-rise tower above a group of lower floors that are to remain occupied and functioning during the demolition; and (2) The project site was in an urban location with restricted access, extremely limited staging space, and provided for maintaining pedestrian and traffic flow around the site; and (3) The total project cost at award of the contract(s) was not less than $5 million. Also, at least one of the two projects presented to meet the above requirement must have been at a health care facility. The offeror will also provide the following additional documentation to demonstrate: a. That the offeror has a written occupational safety and health program and adequate health and safety staff employed by the offeror or on retainer b. That the offeror has adequate health and safety procedures outlined in the technical approach to insure the safety of Medical Center personnel and patients, as well to allow normal operation of the facility with minimum impact c. That the offeror has not had any OSHA citations in the last five years. b. Past Performance (40%) This factor considers the past performance of the Offeror and proposed subcontractors. The Offeror shall identify whether the trade work is to be self performed or subcontracted. The method of performing the specified trades and subcontractors proposed and evaluated are part of the contractor's offer and may not be changed unless approved by the Contracting Officer. The quality of the offeror's past performance in carrying out GC responsibilities of a comparable nature with reference to such aspects as quality of services rendered, control of exigencies (changes and claims), budget control, timeliness, business integrity, contract compliance and technical success are part of the consideration. The effectiveness of the offeror's management of the administrative aspects of performance, their willingness to cooperate with or assist with routine matters and unexpected difficulties will also be evaluated. The Offeror shall list every new construction project over $5,000,000 substantially completed or ongoing (for at least one year) in the last five years for which the offeror performed as a General Construction Contractor. The quality of the offeror's or subcontractor's past performance in carrying out the trade work of a comparable nature with reference to such aspects as quality of services rendered, coordination, and technical success will also be evaluated. c. Understanding of the Requirements/Management and Subcontracting Approach (20%) This factor will be evaluated based upon the written presentation, the written subcontracting plan and management proposal. The organizational chart must identify the Contract Executive and show their relationship to the Owner or CEO of the firm. The organizational chart must also identify the Project Manager and General Superintendent and all necessary assistants. Supporting documentation to the organizational chart must include resumes of the key personnel, the proposed duties for each position. Resumes for the key personnel must show education, experience, relevant skills, and past comparable project assignments. Further, the specific persons who will supervise the demolition work and mechanical, electrical, and plumbing work must be identified with explanations of how they are qualified for these assignments. CONFERENCE LOCATION AND DATE: The conference will be conducted on March 29, 2001, at 1:00 P.M., in the Theater, Room #BW-218, Building #1 at: VA Medical Center 1030 Jefferson Avenue Memphis, TN 38104 There will be an opportunity for a brief site tour after the conference.
