Description
The United States Government is seeking expressions of interest from qualified site owners or developers for the construction and lease to the United States Government of residential housing in Nairobi, Kenya in two locations; the first in the vicinity of the International School located on Peponi road in Kitisuru and the second in the vicinity of the new American Embassy now under construction on U.N. Avenue in Gigiri. The cluster near the International School will be composed of 26 single detached units on 20 or so acres. The mix of homes will be for families with three to six members and vary in size according to certain design specifications. The cluster near the embassy will consist of 34 units in a townhouse, duplex, triplex, fourplex , garden apartment or zero lot line configuration. It will be broken up into two clusters of 12 and 22 homes with different size specifications. They are to reside on at least a twenty acre parcel of land and be suitable for single or two person families. The residence compounds are to include appropriate landscaping, site amenities and sport and entertainment facilities, open space, parking, roads, utilities, sanitary facilities perimeter walls, guard booths and controlled access/egress. Both lease agreements will contain a turnover schedule but all units are to be completed within two years of signing the lease(s). The lease term will be for 9 years and 11 months, and will be renewable for five further terms. The lease(s) will be signed upon award of the projects and contain preliminary floor plans, site plans and elevations. The construction plans will then be agreed, completed and attached to the existing lease. No rent will be paid other than on completed units that have been accepted by the Embassy. The described land areas and locations are considered ideal. If a developer presents an alternate scheme it will be considered. No funding will be provided by the USG for the design or construction of the residences. The developer of the property will provide all funding necessary for the development and long-term ownership of the property. The leases on each compound will have an option for the USG to purchase the property at an agreed price. If you are interested in providing the build/lease housing described herein, please submit a letter expressing your interest, requesting a bid package, and including the required information outlined below to U.S. Embassy, attn. Ms. Jeanine Jackson, General Services Officer, Mombasa road, Nairobi, Kenya.Upon receipt, the USG will review each expression of interest that meets the criteria set forth and provide those qualified with a bid package . The agreement will be awarded in accordance with 22 u.s.c. 302 which limits eligible bidders to American-owned bidders and bidders from countries which permit substantially equal access to American bidders for comparable projects. The agreement contemplated will be made with the parties whose submittals would be most advantageous to the USG, price, location and all other relevant factors considered. For the purpose of determining competitive status, bids from American owned companies will be awarded a 10% lease cost reduction when compared to competing bids. In order to be considered, expressions of interest must be submitted to the Embassy and received by the closing date 4 PM Kenya time, Tuesday, April 3, 2001, and include a description in detail of the following criteria: (1) Potential lessors must control (own or long-term lease) or have an option to acquire sufficient land at or near the described locations to accommodate one or both of the above described compounds. The land must be approved for the uses described above. Potential lessors should indicate the size, location and general description (including a plot plan) of the land designated for the housing units and should also demonstrate their control of the site (i.e. deed, long-term lease, option to purchase or long term lease). Land under an option to purchase or lease must be under exclusive control of the optionee for at least 6 months from the date of your submission. (2) Potential lessors must demonstrate that, the principal firm undertaking the development has successfully completed projects of similar size and scope involving residential property. Potential lessors should detail projects previously completed and describe the technical and managerial qualifications of the firm and its principal staff to be assigned to the project. Photos and brochures are helpful. Demonstration of development experience in Nairobi and/or East Africa is essential. Potential lessors should list and describe experience in and/or knowledge of design and construction conditions in Kenya including knowledge of local building requirements, techniques, material, labor, and purchasing and their familiarity with and ability to obtain local permits and licenses for the design and construction of the required facilities. Potential lessors should also indicate what industry building code will be used for design and construction. The benchmark for acceptance will be that the construction will be to western standards and codes. (3) Potential lessors must demonstrate the ability to complete the housing units within the stated time frames. Potential lessors should describe staff and management resources dedicated to completion of the project, and plans for acquisition and application of necessary equipment, material and labor. Potential lessors should demonstrate ability to coordinate all phases of development. Potential lessors should provide information about timely completion of previous projects of similar scope. (4) Potential lessors should demonstrate sufficient liquidity and/or the ability to obtain sufficient construction and long-term financing to complete the projects and maintain ownership for the life of the lease and extensions. Evidence of the financial status and credit worthiness of the principal firm and any joint venture firm must be submitted. (5) All expressions of interest must be received by 4 PM, Kenya time, on Tuesday, April 3, 2001, and should be submitted to the US Embassy, attn.
