Description
Air transportation services from 1 Oct 01 or date of award if subsequent thereto through 30 Sep 02, utilizing a minimum of one (1) thirteen (13)-seat or larger contractor-furnished, IFR-equipped, multi-engine/turbine-powered (prop or jet), dual piloted aircraft capable of transporting 2,600 lbs., consisting of thirteen (13) passengers, baggage/cargo, or any combination thereof. The aircraft must be equipped with adequate tie down, restraint or storage provisions for cargo. The aircraft must be capable of 300 statute mile cruising range (plus IFR reserves) with a full passenger load and at least 200 knots true cruise air speed. The contractor shall provide air transportation services for the movement of passengers with baggage and cargo originating from NAS Patuxent River, MD, and/or Mercer County, NJ, to and from military and civilian airfields within a 300-mile radius of either departure point on an "as required" basis. This requirement is for a base period with two one-year option periods under FAR 52.219-9, and a "not-to-exceed" six months under FAR 52.217-8. The maximum quantity for each year is 115,000 Great Circle Statute Miles (GCSM), of which 75,000 GCSM will be departures from Mercer County and 40,000 GCSM will be departures from NAS Patuxent River. The minimum quantity to be ordered is 50 percent of the maximum. Offer will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DOD Additional Standards for Contract Passenger Operations under FAR Part 135. These requirements exceed the FAA Part 135 standards in several areas.
