The 15th Contracting Squadron, Hickam AFB, Hawaii has issued a DRAFT Statement Of Work (SOW) for PACAF Directorate of Personnels' Base Training and Education Service (BTES) functions at the following locations: Andersen AFB, Guam; Eielson AFB, AK; Elmendorf AFB, AK; Hickam AFB, HI; Kadena AB, Japan; Misawa AB, Japan; Yokota AB, Japan; Kunsan AB, Republic of Korea; and Osan AB, Republic of Korea. This is part of an OMB Circular A-76 Commercial Activities Study. This announcement is NOT a Request for Proposals (RFP). The actual RFP will be synopsized and issued when all applicable solicitation documents are finalized and available for release. The purpose of the Draft PWS is to obtain comments from interested parties to gain insight to industry best practices as to the SOW language and to clarify SOW content, if necessary. Certain Appendices to the SOW are still in the development stage and are not available for release with the Draft SOW. The Draft SOW requirements include, but are not limited to, providing all personnel, equipment, tools, materials, supervision, training and other items or services, except those identified as government furnished property or services to operate Base Training and Education Service (BTES)for Headquarters, Pacific Air Forces. The purpose of this request is to refine the draft SOW for future inclusion into a RFP under an OMB Circular A-76 cost comparison study. 15th Contracting Squadron requests that industry carefully review the draft SOW and offer comments no later than close of business 21 March 2001. The NAICS code is 611710, Educational Support Services. Comments that do not include a reference to an applicable portion of the draft SOW may not be considered. All questions and comments received from potential Offerors will be considered by the Government in preparation of the final RFP. Any changes made will be at the sole discretion of the Contracting Officer. Time does not permit individual responses to submitters comments. THIS IS AN INDUSTRY ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THEREFORE PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE CONSIDERED. Any information submitted is voluntary. The Government will not pay for any information that is submitted in response to this request for industry comment. The draft SOW may only be downloaded from the Electronic Posting System (EPS) at http://www.eps.gov. The Government will not provide hard copy (paper sets) or CD-ROM of the draft SOW.
