- Description
- This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DE-RQ -01WG56384 is issued as a Request for Quotations (RFQ). The solicitation incorporates provisions and clauses that in affect through FAC 97-22. This is a small business set-aside under NAICS 541620. The Small Business size standard is $5 million dollars. STATEMENT OF WORK: The purpose of this statement of work is to obtain equipment, labor, materials, expertise and associated services to load, transfer, transport, dispose and recycle electrical equipment located in Yuma, Arizona. The Contractor shall perform loading, rigging, transportation and disposal services in accordance with Toxic Substances Control Act (40 CFR 761), Department of Transportation (49 CFR 171-172) and Occupational Safety and Health Administration (Federal and State). The Contractor shall be required to meet all applicable Federal, State and local laws, regulations and ordinances governing the handling, manifesting, loading, removal, transportation and disposal of the equipment. If there is a conflict between these regulations and other applicable Federal, State, local regulations and specifications of this Statement of Work, the more stringent requirements shall prevail. The oil in the sealed equipment has not been tested and shall be assumed to be PCB. The oil in these bushings and possibly other bushings will have to be drained before being removed from the substation yard. All bushings must be wrapped securely in plastic and placed in secondary containment for transportation. The bushings that are leaking oil will need absorbent padding inside the wrapping. All PCB equipment shall be shipped under the appropriate state disposal Uniform Hazardous Waste Manifest, which shall be prepared by the Contractor and reviewed and signed by a Western Area Power Administration representative. The Contractor shall determine the proper placards and be responsible for obtaining all transportation permits. The Contractor will supply Western Area Power Administration with documentation of the weight of materials recycled, reclaimed and the weight of materials disposed of. The Contractor shall provide complete documentation of all movement and disposal of recycling to verify that the equipment and waste included in this Statement of Work have been disposed of in accordance with applicable laws and regulations. Weights are approximations. The Contractor's vehicle(s) will be weight at a certified scale before loading and after loading for final billing purposes. Western Area Power Administration will not provide loader or operator assistance. The substation is a hardhat required facility. Access to the substation yard is restricted to the hours of 6:00 a.m. to 4:30 p.m. during normal workdays. Western Area Power Administration will have a representative on site to monitor for compliance with EPA, OSHA and other regulatory agency requirements. The Contractor's bid must include a Statement of Qualifications indicating expertise in PCB handling and disposal, including employee training program information and Environmental Insurance Liability Insurance policy information. Lines Items: (1) 1 Coupling Capacitor Voltage Transformer, Serial #763154, 7' tall x 18" square base, 750 lbs., contains approximately 3 gals. untested oil. (2) 1 Coupling Capacitor Voltage Transformer, Serial #7023403, 8' tall x 3' square base, 1,000 lbs., contains approximately 3 gals. oil is untested. (3) 1 Coupling Capacitor Voltage Transformer, Serial #2K1094, 8' tall x 3' square base, 1,000 lbs., approximately 3 gals. oil is untested. (4) 1 Coupling Capacitor, Serial #6282883B, 9' tall x 18" round base approximately 1,000 lbs., contains approximately 3 gals, untested oil. (5) 1 Coupling Capacitor, Serial # unknown, 9' tall x 18" square base, approximately 3 gallons of untested oil. (6) 1 Potential Device, Serial #4-52Y947, 12' tall x 3 ' square base. 1,465 lbs. contains approximately 5 gallons of untested oil. (7) 6 161 KV bushings from breaker 472, oil must be drained before busing are transported. Each is 12' long x 3' diameter, approximately 1,500 lbs. oil is 14ppm PCB (see PCB report). (8) 6 161 KV bushing from breaker 272, oil must be drained before bushings are transported. Each is 12' long x 3' diameter, approximately 1,500 lbs. oil is untested. (9) 1 161 KV bushing, 3' long x 12 diameter, approximately 500 lbs. oil is untested. (10) 6 161 KV bushings, 32" long x 17" diameter approximately 800 lbs. oil is untested. (11) 6 Transformer bushings, 12' long x 3" diameter, approximately 1,500 lbs. oil is untested. (12) 6 Transformer bushings, 11 " long x 17" diameter, approximately 1,200 lbs. oil is untested. (13) 6 Transformer bushings, 11 " long x 2' diameter, approximately 1,500 lbs. oil is untested. (14) 7 Transformer bushings, 12' long x 4 ' diameter, approximately 1,800 lbs. oil is untested. (15) 6 Transformer bushings, 12' long x 6 ' diameter, approximately 2,000 lbs. oil is untested. (16) 3 Transformer bushings, 10' long x 2' diameter, approximately 1,300 lbs. oil is untested. The offeror must also provide it's Contractor Establishment code (DUNS Number) and Tax Identification Number (TIN). The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government considering price and price related factors: Technical Specification compliance, past performance, and price. Technical specification compliance and past performance are equal, and when taken together are significantly more important than price. A least 3 references are required for past performance. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and /or award. The written proposal and the above, required, information must be received this office on or before March 21, 2001 by 1200pm Mountain Savings Time.
