Description
DESC: Open End Indefinite-Delivery-Indefinite-Quantity contract for Architect/Engineering Services Type A (investigative and concept), B (design), and at the option of the Government, Type C (construction inspection) services for the California Army and Air National Guard located in the following counties: Merced, Monterey, Fresno, San Luis Obispo, San Benito, Madera, Kings, Tulare, and Kern. Each A/E will receive a minimum of $1,000.00 in design fees. No delivery order will exceed $550,000.00. No delivery order will be less than $5,000.00. Total fees paid under each resultant contract will not exceed $2,000,000.00. Services may be awarded for a period of one (1) year after contract award with options to extend services for four (4) additional years. The exercise of each option is at the convenience of the Government. Work will include preparation of plans, specifications, cost estimates, and back up on Disk (AutoCAD) for each project. Projects may include general building maintenance, repair, or renovation (all trades) including roof replacement, kitchen renovation, and restroom renovation; the rehabilitation of the following systems: natural gas distribution, electrical circuitry and support systems, roadway, cold storage (evaporators and insulation), security, fire alarm, and aircraft hangar fire suppression system; HVAC repair, replacement, and conversions; water wells, pumps, and reservoirs; repair of roads, runways, and taxiways; new sewer lines with lift stations; water main lines; replacement of jet fuel storage facilities; pool repairs; structure repair of interior or exterior stucco; boiler systems; weapons storage vaults and environmental/remediation studies. Evaluation will be based on the following: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conversation, pollution prevention, waste reduction, and the use of recovered materials; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5) Location in the general geographical area of the project and knowledge of the locality of he project; provided , that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and 6) Demonstrated success in prescribing the use of recovered materials and achieving waster reduction and energy efficient design; and 7) Total dollar amount of DOD fees awarded in the past 12 months for the principal firm and any associates and consultants that will be used. This is an unrestricted procurement. Award will be made to a minimum of two and maximum of four firms. A/E firms which meet requirements described in this announcement and wish to be considered must submit SF 254/255 data prior to cost of business (5:30 P.M. PST) 12 April 2001 to USPFO for California, P.O. Box 8104, San Luis Obispo, CA 93403-8104. Physical address is Bldg 633, Hwy 1, Camp San Luis, San Luis Obispo, CA 93401. The prime contractor's submittal must include a SF 254/255 for each of the consultants that will be used on this contract. This is not a request for proposal. Fax submission is not acceptable. Personal visits or the purpose of discussing proposed projects are discouraged. This will be a firm fixed price contract.
