Description

The National Institute of Child Health and Human Development (NICHD) plans to award a contract to the Ministry of Health, Children's Hospital in Luanda, Angola using other than full and open competition to initiate surveillance in Luanda, Angola for Shigella dysenteriae type 1. The determination to use other than full and open competition was made in accordance with 41 USC 253 (c)(1) and is based upon the following: 1) Published reports from West, South and East Africa indicate that S. dysenteriae type 1 is present; 2) the proposed Principal Investigator and his team possess the required qualifications to conduct the study; 3) the team is capable of performing the clinical research and are committed to the study; 4) The site, facilities and patients for the preliminary study will be supplied and maintained by the Hospital Pediatriatrico de Luanda (Children's Hospital). The proposed study will last one year. The purpose of this synopsis is to determine whether there are other sources with the requisite qualifications to perform the proposed study. An organization capable of performing the task should submit a statement of capabilities with documentation supporting its ability within 45 days to: Mys N.
