Description

The US Army CECOM Acquisition Center proposes to buy a Research and Development effort for Precision Video Registration (PVR) algorithm enhancements, software modifications and four (4) Aerial Video Surveillance (AVS) Systems with embedded PVR algorithms. The Government requires development of AVS Systems, which are modular, lightweight, desktop systems that incorporate reconnaissance information gathered from various aircraft platforms. The technology will be transitioned onto a variety of platforms currently used by more than one DoD end user, including Tactical Unmanned Aerial Vehicle (TUAV), Aerial Reconnaissance Low aircraft platform (ARL), and mini-Unmanned Aerial Vehicle (mini-UAV). Award is intended to be made to Sarnoff Corporation, 201 Washington Road, Princeton, NJ 08543. Sarnoff successfully developed PVR technology under a related effort and only their technology meets the Government's targeting accuracy and speed requirements and is capable of being ported from a mainframe AVS System to a desktop AVS System. Refinements of Sarnoff's proprietary PVR algorithms and modifications to their software source code are required to enable delivery of AVS Systems with PVR technology within the Government's required timeframe. The Period of Performance for this effort is six (6) months with one six (6) month option to allow for possible transition to one additional DoD end user. The proposed contract type is Cost Plus Fixed Fee. See Note 22.
