- Description
- The Fleet and Industrial Supply Center, San Diego, CA and the Naval Postgraduate School's Center for Interdisciplinary Remotely Piloted Aircraft Studies (CIRPAS) intend to execute an increased level of effort modification to contract N00244-00-D-0101 on a sole-source basis to California Institute of Technology, Pasadena, CA (CALTECH) for technical and engineering services for scientific atmospheric and oceanographic research under authority of FAR 6.302-1. The research involves scientific measurements of various properties of the atmosphere, oceanographic measurements relevant to air-sea exchange processes, and measurements relevant to technological advancement of unmanned aerial vehicles (UAVs). Measurements may be carried out from manned or unmanned aerial vehicles. The contractor shall also support the test and evaluation of military systems and concepts by providing platforms and equipment to evaluate a wide range of emerging technologies. The CALTECH will be responsible for all aspects of aircraft preparation, deployment, mission execution, and recovery to meet project objectives. The modification increases the existing base and two one-year option periods of performance and adds two additional one-year option periods of performance. The resulting contract modification will be executed under the authority provided in FAR 6.302-3 because the CALTECH has the scientific and research expertise necessary to perform the research services. Execution of this increased level of effort modification to the CALTECH maintains the essential engineering, research and development capability required for continued atmospheric, oceanographic, and UAV theoretical analyses, exploratory studies, and experiments. This level of effort increase type contract modification will be cost without fee. CALTECH is a nonprofit educational institution. Responses to this intent to solicit, other than the CALTECH must be submitted in accordance with CBD Note 22.
