- Description
- NASA/DFRC plans to issue a Request for Offer (RFO) for Engineering and Technical Support for the DFRC F-18 Aircraft Flight Control Systems and other Flight Research Activities. NASA/DFRC intends to procure these services from BAE Systems, Inc., Johnson City, NY (the incumbant contractor) because they are the OEM manufacturer of the flight control computers in the DFRC F-18 aircraft. BAE Systems, Inc. is currently working on ongoing flight control computer projects for NASA DFRC under an existing contract. BAE Systems, Inc. is considered to be the only responsible source which is capable of satisfying the Government's requirement for providing the ongoing engineering, repair, modification, and other technical services for these flight control computers without duplication of already incurred non-recurring engineering effort and cost. Awarding this new follow-on procurement to any other source will adversely effect these ongoing projects to the detriment of the NASA DFRC's mission. Also, the engineering and technical services being procured under this action requires a detailed and intimate knowledge of all the previous modifications and technical changes completed on the flight control computers. Understanding of the unique modification drawings, design and test data, operating experience, and personnel with the knowledge and history to accurately characterize the ongoing requirements are essential. The authority for other than full and open competition is 10 U.S.C. 2304(a)(1) -- Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 23, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
