- REVOLUTIONARY MATERIALS TECHNOLOGIES FOR FUTURE GENERATION TURBINE ENGINE PROPULSION SYSTEMS Please note that: NO PROPOSALS ARE BEING ACCEPTED AT THIS TIME, and the correction of the spelling of the word TURBINE. This NASA Research Announcement (NRA) will be posted March 7, 2001. This NRA solicits proposals for Research and Development in several areas of Revolutionary Materials Technologies for Future Generation Turbine Propulsion Systems. Proposals should contribute to the advancement of technologies in the areas of computational materials science, advanced high temperature coatings, or development of nano-type structures for advanced composites. The technologies that will be pursued in this NRA will ultimately be applicable to a wide range of future generation vehicles over a wide range of flight speeds. Participation is limited to educational institutions. Participation from HBCU's (Historically Black Colleges and Universities), HSI's (Hispanic Serving Institutions), TCU's (Tribal Colleges and Universities), and other minority institutes (OMUs) is highly encouraged. Any existing efforts that complement proposals submitted for this NRA should be referenced in the proposals. NASA encourages partnering and teaming arrangements with NASA centers, other U.S. Government agencies, non-profit institutions, and/or industry. NASA welcomes proposals from outside the U.S. However, investigators working outside the U.S. are not eligible for funding from NASA. NASA Glenn Research Center anticipates awarding 3 to 4 grants as a result of this NRA totaling approximately $3M to $4M over a period of four (4) years. It is anticipated that the NRA will result in grants/cooperative agreements with an annual value of approximately $100-600K each. However, each offeror is encouraged to propose a budget that accurately reflects their Statement of Work. Offerors can submit proposals in the objective areas, for a period of either three (3) or four (4) years. The awards will be annual-renewable awards. Annual peer reviews will be conducted to evaluate progress, communicate knowledge, collect information, and to make follow-up renewal decisions. The Government's obligation to make awards is contingent upon the availability of appropriated funds from which payment for award purposes can be made. It is anticipated that the first year of effort will be funded with a combination of fiscal year 2001 and 2002 funds, with awards planned for June, 2001. Offerors are hereby informed that the technical investigations in the fields covered by this Announcement may require access to technical data, the export of which is controlled under the Export Control Act, Title 50, United States Code App. '2401-20, the Arms Export Control Act, Title 22, United States Code '2751 -- 2794 or both. No award will be made to any offeror unless the Grants Officer is satisfied that performance of the grant or cooperative agreement will not involve an illegal export of technical data under either statute. All presentations, charts, publications, journals, etc. which may fall under the export control act or limited exclusive rights to data (LERD), must be submitted to the GRC Intellectual Property Officer or Technical Monitor for subsequent approval. A two-phase solicitation process and timeline will be used to optimize participation from all universities and colleges. Selections for Phase I are estimated to be around April 23, 2001. Content: Description of ideas, concepts, research areas, benefits, expertise, capabilities, estimated duration and cost. Phase II, a follow-up solicitation or detailed proposal-selection phase. Content: Statement of work, research areas, potential applications, key expertise, facilities, capabilities, and budget summary. Selections for Phase II are estimated to be around June 5, 2001.
