Description
This is a combined synopsis/solicitation for a commercial/nondevelopmental item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is not a small business set-aside. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.This notice of intent is not a request for competitive proposals. This is an FMS requirement. Award will be made to an approved qualified source. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation number is N00383-01-Y-JB32. The contract shall be a Firm Fixed Price type contract. This solicitation document and incorporated provisions and clauses are those in effect through 2001 Federal Acquisition Regulation FAC 97-23. The Standard Industrial Classification (SIC) code is 3724. The Business Size Standard is 1000 employees. The North American Industrial Classification System (NAICS) code is 336412. This requirement is for the Teardown, Test, & Evaluation of 6 ea. TPE331-15AW engines part number 3103020-1, used in the S-2T aircraft and overhaul/repair of the same engines. Repair shall be performed in accordance with the contractor's repair/overhaul standard practices manuals and directives, including but not limited to drawings, manufacturing operations and tooling instructions, approved repair schemes, and any other contractor approved document developed to provide technical repair procedures. FAR clause 52.246-11, Higher Level Contract Quality Requirement is incorporated. ISO 9001 Quality System Procedure apply. FAR 52.212-1, Instructions To Offerors -- Commercial Items (OCT 2000), is incorporated by reference and applies to this acquisition. No addenda apply. FAR 52.212-3, Offeror Representations And Certifications -- Commercial Items (FEB 2001) Alternate I (OCT 2000) is incorporated by reference. Offers shall include a completed copy of this provision. FAR 52.212-4, Contract Terms And Conditions-Commercial Items (MAY 1999) is incorporated by reference. FAR clause 52.212-5, Contract Terms And Conditions Required To Implement Statutes Or Executive Orders-Commercial Items (FEB 2001) applies to this acquisition. The contractor shall comply with the following clauses, which are incorporated by reference to implement provisions of law and executive orders: 52.222-3,Convict Labor (E.O. 11246) and 52.233-3, Protest After Award (31 U.S.C. 3553).
