Description

The Bureau of the Census (BOC) is conducting a market survey to determine industry capability in fulfillment of a National Archives and Records Administration (NARA) requirement contained in Code of Federal Regulations, Title 36, Chapter XII to print Census data from Government-furnished digital tapes containing non-proprietary, open format TIFF images to two sets of archival, certifiable microfilm with indexes. The quality assurance to be applied to this effort must comply with NARA specifications and industry standards. This market survey of industry capability will assist BOC in assessing the appropriate reduction ratio, assessing cost and throughput against image quality and quality assurance factors within the process, and determining a reasonable period of performance within the constraint of the NARA-imposed deadline of January 1, 2010. The Census data to be printed to microfilm consists of approximately 600 million images from source documents sized as follows: approximately 30% -- 11" x 19"; approximately 50% -- 11" x 17"; approximately 20% -- 11" x 25 ". The original images were scanned at 200 dpi. The BOC may develop a test deck of images and test targets on digital tape in order to afford interested parties an opportunity to conduct an on-site demonstration of capability. Participation in the demonstration would be voluntary. Results of the demonstration would be used to assess image quality at available reduction ratios. This is not a request for proposal or invitation for bids. Participation in this industry capability survey is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. Lack of participation in the industry capability survey does not preclude participation in any resulting procurement process. Comments on this announcement should be submitted no later than close of business on March 30, 2001.
