Description
The Program Executive Officer, Ground Combat & Support Systems (PEO GCSS), on behalf of the Task Force Objective Force, is soliciting White Papers on management approaches to meet the Army's Vision for the Future Combat Systems (FCS). The Army requires fielding the FCS NTL 2010. The Army and DARPA S&T collaboration demonstrates FCS capabilities in FY06. The Army recognizes the need for continued innovation in the materiel acquisition process in order to meet this schedule. The current Army materiel acquisition model focuses on individual system requirements that may not provide the structure required to turn the FCS vision into reality. The Army needs a "system of systems" acquisition management approach that will allow for the integration of multiple technologies and systems to be deployed nearly simultaneously on this extremely accelerated schedule. The main thrust of the White Paper will be the establishment of an approach as to how Industry and the Government can team together to manage the entire lifecycle of the FCS. We realize that the redefinition of current Government and contractor roles and responsibilities may be needed since, as stated above, our current acquisition model is based on individual system requirements which result in single-system procurements (e.g. Abrams, Bradley, Apache, etc.). The white paper should specifically address management approaches which will lower program risk of achieving start of fielding by 2010, and how and when the Army should team with Industry to make that vision a reality. WHITE PAPER SUBMISSION: Industry should submit white papers summarizing the proposed concept, including a rough order of magnitude cost for the task or tasks addressed. No compensation will be provided for this requested information. Hard copies of the White Papers shall be submitted to Mr. Roger Labataille, PEO GCSS, SFAE-GCSS-W-T, Warren, MI 48397-5000, (810) 574-6721. Faxed or emailed copies will not be accepted. White Papers should be no more than ten (10) pages in length, not including the cover page. The White Paper should be an UNCLASSIFIED document. If desired, multiple White Papers addressing different concepts may be submitted. In the interest of equity, papers exceeding the 10 page limitation will not be reviewed nor considered, however the PEO reserves the right to request additional information if so required. Under no circumstances will the concepts, ideas or approaches outlined in any of these white papers lead to a contract award. These papers will be used exclusively by the Government to refine our FCS acquisition and management approach. This announcement shall be open through 2 April 2001. This request should not be construed as a commitment or authorization to incur costs in anticipation of a contract.
