Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate on a sole source basis with Zonar Corporation (Zonar) to allow for continued maintenance support of the Bibliographic Retrieval System (BRS) which supports the function of the NRC's Public Document Room (PDR) which manages and makes available to the public a comprehensive collection of agency documents related to NRC licensing proceedings, rulemaking activities, the setting of policy for nuclear regulation in the United States, existing and proposed rulemakings, etc. To aid researchers in locating and obtaining documents, the PDR utilizes an on-line bibliographic and limited full text database for public and staff users. The system currently utilized by the NRC and maintained by Zonar to make the Agency's documents easily identifiable and retrievable is called the Integrated Document Control System (IDCS). Currently, the NRC's PDR houses more than 2.5 million public documents, of which more than 1.5 million are represented in the PDR/BRS database. The database contains citations to publicly available agency documents up to October 1999. No new records have ben added to this system since October 29, 1999. The PDR/BRS system, which is located at the NRC's Headquarters Office located in Rockville, Maryland and resides on a Hewlett Packard (HP) 1000 Series A minicomputer, whereby the latest series 1000 is compatible with the IDCS package upon which BRS is based and of which the software for this system is a proprietary product of ACCESS Corporation (ACCESS). The system runs under the HP RTE-A operating system (currently version 6.1). This software product was initially installed by ACCESS Corporation in 1978-79. However, throughout the years, additional enhancements were required to the proprietary software in order for the system to continue to be manageable, accessible, and responsive to the Agency's needs. The system has also been greatly enhanced due to the addition of a special application software module which was developed specifically for the NRC to meet the document and information retrieval needs of the NRC public. In spite of the significant enhancements, the software has retained its proprietary character. In 1984, ACCESS indicated that it would no longer provide the maintenance services required by the NRC. Since Zonar developed the database for the system and was instrumental in the development of the software as a subcontractor to ACCESS, Zonar was given an exclusive license for the maintenance of the proprietary software product. In addition to maintaining the existing proprietary software product, Zonar will be required to maintain an internal backup system. The proposed period of performance for this effort is eighteen months. The contractor must be able to provide all personnel, materials, and services necessary to satisfy this requirement. Interested respondents shall submit a written capability statement to the address listed above, including information which sufficiently demonstrates its ability to provide the required maintenance support, as well as a certification documenting that a license to maintain the software has been obtained from ACCESS Corporation. A request for proposals does not exist. Responses providing insufficient information for evaluation will not be considered.***** See Note 22. mmmm
