Description
The Air Force Research Laboratory (AFRL), Directed Energy Directorate (DE), at Kirtland AFB, NM intends to contract for "High Energy Laser Modeling and Simulation (HELMAS)," as synopsized in the previous sources sought notice for solicitation number F29601-01-R-0001 and as corrected. This synopsis was posted in the CBD on 6 Feb 2001 and posted at FedBizOpps (http://www.eps.gov/) on 2 Feb 2001 and, except as discussed in this announcement, there are no changes to the requirements/planned effort as shown in the sources sought except for the correction posted to FedBizOpps on 16 Feb 2001. This effort is a small business set-aside and proposals will ONLY be accepted from small businesses; the applicable NAICS Code is 541710 with a size standard of 500 employees. NOTE: PAST PERFORMANCE WILL NOT BE ONE OF THE EVALUATION CRITERIA FOR THIS PROCUREMENT. Release of the RFP is anticipated to occur in the next 36 -- 60 days, and release of a draft Statement of Work should be available within a few days; both will be available from FedBizOpps as discussed above. Foreign owned firms are advised to contact the Contracting Officer or Project Officer before submitting a proposal to determine whether there are restrictions on receiving an award. It should be noted that foreign owned firms were not allowed to participate in the predecessor contract; a determination on this restriction will not be made until/unless a foreign firm expresses interest. It is anticipated that contractors will have access to or will generate data that is unclassified with limited distribution and/or subject to U.S. Export Control laws. Therefore, only offerors who are certified by Defense Logistics Information Services (DLIS) may submit offers. Contact US/Canada Joint Certification Office, DLIS, Federal Center, 74 Washington Ave, North, Battle Creek, MI 49017-3084 (1-800-352-3572), http://www.dlis.dla.mil/CCAL/ for further information on certification and the approval process. The offeror is required to submit a copy of the DLIS approved DD Form 2345 with its proposal or to the Contracting Officer if access to unclassified, limited distribution data is required to prepare the proposal. An Ombudsman has been appointed to mediate concerns from offerors or potential offerors during the pre-proposal phase of competitive, negotiated acquisitions. The Ombudsman does not participate in proposal evaluation or contractor selection. The Ombudsman can work with responsible acquisition officials to respond to concerns, but will not detract from the authorities of the Project Officer or Contracting Officer.
