Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for 1 EA. PIV ND:YAG LASER, Continum Model No. SURELITE III PIV consisting of the following specifications: 1)Repetition rate shall be not less than 10 HZ; 2)Laser pulse energy shall be not less than 380 millijoule/pulse @532 NM; 3)System shall contain two SURELITE III laser heads in a single bench top housing unit; 4)The 1064 output from the two lasers shall be combined into a coaxial beam that then passes through a single frequency doubling crystal to produce the 532 NM output beam. Adjusting the frequency doubling crystal will not alter the colinearity of the propagating output beams. 5) The time between laser pulses shall be variable down to zero (simultaneous)via external TTL trigger pulses.; 6) Beam divergence shall be less than 0.6MRADS; 7)Beam diameter shall be less than 9 MM; 8)Power requirements shall be 220/240 V single phase; 9)System shall use a closed loop water to air cooling system; 10)Pulse width shall be less than 5 nanoseconds @ 532 NM.; 11) Optical head dimensions shall not exceed 1.2X0.3X0.5 METERS_(LXHXW); 12) Laser system shall accept external TTL trigger pulses for each flashlamp and Q-switch. Timing error shall be less than 2 nanoseconds; 13) Laser system shall be compatible with TSI Light Arm and TSI Insight software, and control electronics.; 14) Laser shall allow independent setting of Q-switch firing time relative to flash lamp firing to control output pulse energy. Installation and setup of laser system at NASA GLENN shall be included in price. Quoted price shall include at least 2 years parts and labor on all parts except for the YAG rods and optical surfaces. Offerors shall submit complete specifications and user manuals with their offers. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Continuum, 3150 Central Expwy., Santa Clara, CA 95051-0000 under an approved justification citing the authority of 10 U.S.C.2304(C)(1). The justification for lack of competition is that the ND:YAG laser to be purchased shall be compatable with the Continuum Surelite PIV III lasers, cameras, timing electronics and software already owned by NASA Glenn. Specific facility modifications have been made in test cells to incorporate the specified laser and special mounting hardware and power service installations have been made for the Continuum Surelite III laser. The laser is to be used with an existing laser already owned by the Government, in a parallel configuration. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 15, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
