Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNDIV), China Lake, CA intends to negotiate on an other-than-competitive basis with SEI, Asheville, NC an order under Basic Ordering Agreement N68936-00-G-0001 for Thin-Pack Parachute Systems, subsystem, components, related assemblies and engineering/logistical support. Order 0006 is for up to 50 Sealed Canopy Assemblies (P/N 3615AS1000-3) and up to 50 reusable shipping containers. These canopies will be delivered to NAVICP Philadelphia to be used for provisional spares for the Thin-Pack Parachute Crew Back Pack Assemblies for P-3 Aircraft in the Fleet. Order type: Firm Fixed Price. FOB Destination, NAVICP Philadelphia. Delivery requirements for the order -- 30 Sep 01. This parachute system is hermetically sealed which provides the parachute canopy protection from physical and environmental hazards and results in significantly lower life-cycle costs. The parachute assembly is lightweight and presents a clean, snag free, external profile. The lower weight, less bulk and increased lumbar support allows the crewmember the needed comfort to don the system during the entire duration of long and hazardous missions. These parachutes will replace existing parachute systems for the P-3 Aircraft with lighter weight/lower profile systems that have significantly lower life-cycle cost and will increase the crewmember survivability. SEI is currently the only source for Thin-Pack Parachute Product Line products including these assemblies. They are the only qualified source currently producing this Crew Back Pack Assembly incorporating the use of the Thin-Pack/LESPA technology. The drawing package has proprietary markings making it unreleasable by the Government. The "Thin-Pack" lightweight systems have a 5 1/2 year repack cycle (versus 240-670 days) with a goal of 27.5 years total life (versus 10 years). No other source has SEI's unique knowledge and expertise in the Thin-Pack technology. Estimated award date: 15 Apr 01. The production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. All responsible sources may submit an offer that will be considered by the Agency. All responsible sources may submit a bid, proposal or quotation, which will be considered by the Agency.
