- Description
- The Department of Defense Education Activity (DoDEA) is a Department of Defense field activity operating under the direction, authority, and control of the Deputy Assistant Secretary of Defense for personnel Support, Families, and Education. It is comprised of the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS). The Department of Defense Dependents Schools Europe (DoDDS-Europe) provides a high-quality PreK-12 education to children of Department of Defense military and civilian personnel stationed in Europe and the Middle East. DoDDS Europe students receive an American-style education and get the added educational benefit of living in a foreign country. The 116 schools are organized into 8 districts and are located in the countries of Bahrain, Belgium, England, Germany, Iceland, Italy, the Netherlands, Portugal, Spain, and Turkey. The DoDDS Europe Headquarters is located in Wiesbaden, Germany. The Department of Defense Dependents Schools European Procurement Office in Germany intends to solicit and negotiate with only one source under the authority of FAR 6.302. This requirement is for non-personal services in support of the DODDS-Europe Early Childhood Initiatives Program. Approximately 400 teachers and 60 administrators will be involved in the training which will be located in Germany, Brussels, and the United Kingdom. Per Diem for air/ground transportation, meals, and lodging will be provided in accordance with the Federal Travel Regulations. The mission of DoDDS-Europe is to provide quality education for dependents of military and civilian personnel assigned in Europe. These training sessions facilitate the accomplishment of the mission by informing early childhood educators of current trends, research, and issues in quality educational programs for young children. Each training session will be focused on the following objectives: to define a framework for organizing teaching and learning for the appropriate targeted age group; to become familiar with strategies for maximizing the learning environment for PreK-third grade students; to acquire practical ideas for implementing the curriculum; to explain the rationale for this approach to teaching and learning; to investigate how to use this approach in each classroom. The contractor shall provide trainers for approximately 15 workshops in two-day increments for districts in the Department of Defense Dependents? Schools (DoDDS), Europe between the time frame of March 30 ? September 25, 2001 utilizing the texts which Teaching Strategies is the publisher and copyright holder of: ?Building the Primary Classroom?, ?Creative Curriculum?, and ?Power of Observation?. Teaching Strategies will: train teachers in ?Building the Primary Classroom?, ?Creative Curriculum?, and ?Power of Observation?; train teachers in appropriate educational methods for young children (grades PreK-3) to include observation techniques, room arrangement, current theories and practices, appropriate materials, classroom management, and best practices; assist administrators in observational skills to appropriate, evaluate early childhood programs; provide expert consultation via email and telephonically to ECI Leaders, EC Liaisons, and Administrators; and to provide outbrief sessions to ECI Leaders or Early Childhood District Liaison upon completion of workshop. Under authority of FAR 5.203, the Publicizing and Response time has been shortened to 5 days from the date of this notice. (See Note 22.)
