Description

The National Institute of Standards and Technology (NIST) intends to negotiate with Dr. Gillian Nave, Gaithersburg, Maryland on a sole source basis for technical research assistance services. Services shall include measurements of wavelengths and branching fractions for neutral and singly-ionized holmium with the NIST high-resolution Fourier transform spectrometers. Deliverables shall be progress reports and a final report and manuscript of neutral holmium wavelengths and transition probabilities. The period of performance shall be one year from date of award. Work shall be performed at the NIST Gaithersburg site. This is a sole source requirement with Dr. Nave because she is uniquely familiar with the primary instrument to be used for the requested measurements, having participated in its installation and alignment during a previous contract. She has long experience with atomic spectroscopy and Fourier transform spectroscopy in particular. Her experience also includes the measurement of spectra, energy levels, and branching ratios for atoms that are important for the development of advanced lighting devices. A firm fixed price purchase order shall be awarded approximately March 16, 2001. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. See Note 26.
