- 17. The U.S. Army Soldier and Biological Chemical Command (SBCCOM) intends to issue a competitive solicitation for a new firm-fixed priced five-year requirements contract for the production of a total of 443,000 XM100 Sorbent Decontamination Systems (SDSs) and 210,000 Mounting Brackets over a five-year period. This solicitation will be awarded to the offeror who is determined responsible, whose proposal is determined to be technically acceptable, and whose evaluated price is the lowest. NOTE: Award must be no later than 30 June 2001. Therefore, the solicitation will only be open for 30 days. No requests for extensions will be granted. The XM100 SDS includes two decontamination kits, each containing a mitt and a 300-gram sorbent pack, packaged within a corrosion resistant case. Straps shall also be included to secure the case and its contents to the mounting bracket. A performance specification for the XM100 SDS will be provided with the solicitation. The mounting bracket shall conform to Drawing 5-45-3353, which also will be provided. Upon request, the XM100 SDS and the mounting bracket will be available for viewing at SBCCOM. The point of contact is Mr. Binh Quang at 410-436-5647. For planning purposes, the estimated production rate will be 9,200 SDSs per month and 3,500 Mounting Brackets per month. Specific quantities, delivery schedules, and destinations will be provided with each individual Delivery Order. The successful offeror will be required to have a quality system that is in accordance with ANSI/ASQC Q9001-1994 (ISO 9001), or equivalent. All responsible sources may submit a proposal for consideration. The solicitation is scheduled for release on or about 9 April 2001 at the web site shown below.
