- The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price contract to General Electric Aircraft Engines for the procurement of a T58-GE-16 Gas Path Module for the USMC CH-46E propulsion system. Unless otherwise stated herein, no additional written information is available. The solicitation will reside on the NAVAIR Solicitation Home Page at: www.navair.navy.mil. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. II. GENERAL INFORMATION: For the purposes of this announcement, the CH-46E propulsion system consists of the following components: 1) The T58-GE-16 Gas Path Module, 2) Various Accessory Component Kits which were designed, developed, and manufactured by General Electric Aircraft Engines and 3) Provisioned items in support of and/in relation to the T58-GE-16 ERIP program and shall include but not limited to: a) Contractor Engineering and/or Technical Services; b) Engineering Logistics; and c) Related testing . The Government intends to purchase a total of three hundred and four (304) total Gas Path Modules and associated Kits over a four-year period. It is estimated that the first delivery of thirty (30) Modules will occur in the second quarter of fiscal year 2003. Options for additional lots of seventy-seven (77), ninety seven (97) and one hundred (100) Modules and Kits will occur over the next three years with the final delivery scheduled to be completed during the fourth quarter of fiscal year 2006. General Electric Aircraft Engines has retained all proprietary data, tooling, and software rights for their respective components. Industry is notified that the Government does not have access to, nor is it planning to obtain, the technical proprietary data, manufacturing tooling, and software rights for any of the components that make up the T58-GE-16 Gas Path Module. Based on the above information, it is the Government's position that General Electric Aircraft Engines is the only known firm that possesses the necessary knowledge, experience, technical data, and tooling necessary to perform the required efforts. Access to propulsion system proprietary data and software rights is required for the following identified efforts: (1) Manufacturing of modules and kits. (2) Engineering Support Services -- Engineering drawings, schematics, and source data are required for the performance of basic design, non-recurring engineering, and logistics efforts associated with major modification programs; sustaining engineering efforts; and preparing documents to support configuration management processes/functions.
