Description
The Government is interested in obtaining services for submarine preservation. The work includes surface inspection,preparation and painting of Main Ballast Tanks and exterior hull, including sonar dome interior and exterior, in non-radiation areas. An Indefinite Delivery Indefinite Quantity type contract is being considered. The contract will be for a base year with four one-year options. The location of performance will be Norfolk Naval Shipyard, Portsmouth, Va. Parties interested in a shipcheck (this is the only opporunity for inspection)must comply with the following: Personnel will require access into Norfolk Naval Shipyard (NNSY) Controlled Industrial Area (CIA) and must obtain security pass from the Norfolk Naval Shipyard Pass Office. The Pass Office is located at NNSY, near Main Access Gate; number 15. Gate 15 may be accessed from the George Washington Highway. From I-264 exit at George Washington Highway South. A security pass will be issued after a contractor provides the following information on a company letterhead: Full name, Social Security Number, Rank, Title and/or position, Security clearance held, basis of clearance and agency granting clearance, Purpose of request and visit, Date and place of birth, Citizenship, Point of Contact telephone number(s), Inclusive date and time for visit (March 19th Morning or Afternoon). A separate visit request is required for this visit regardless if the perspective contractors are operating at NNSY during the time of the shipcheck. A visit request form can be obtained by contacting CWO3 David Tomlinson, USN, Code 375 at 757-396-2384/5, 757-617-5313. Visit requests must be submitted 5 working days in advance of visit. Each person issued a security pass will be required to view the shipyard safety video. The video presentation is approximately 25 minutes and is conducted at the Pass Office. The NNSY Pass Office is open for business M-F, 6:00 AM -- 4:30 PM, Sat, 8:00 AM -- 4:00 PM. Visit requests will be processed upon receipt so that the contractor will be able to receive a pass before the initial shipcheck departure times of 8:00 AM and 1:00 PM, 19 March 2001. The USS SAN FRANCISCO (SSN 711) will be available March 19, in two sessions, 8:00-12:00 AM and 1:00-5:00 PM.. POC for shipcheck is CWO3 David L. Tomlinson, (757) 396-2384/5 (Desk), (757) 396-617-5313 (Cell), (757) 396-3396 (FAX), tomlinsondl@nnsy.navy.mil and CWO3 Michael Averett, USS SAN FRANCISCO (SSN 711), WORK INTEGRATION LEADER, (757) 696-5634 ,averettmw@nnsy.navy.mil During the shipcheck, the contractor can expect to see Main Ballast Tanks(MBTs) on USS SAN FRANCISCO (SSN 711). At a minimum MBT 2 or 3 and MBT 5. Note: The USS SAN FRANCISO (SSN 711) configuration has some structural differences. This ship does not have a VLS Missile compartment and a Retractable Bow Plane recess into the MBT forward section. The submarines applicable to this project will have these two systems onboard. Also available for viewing are Industrial facilities, Drydocks Number 2 and Number 3 and the contractor lay down areas at both drydocks. A maximum of 3 representatives from each prospective contractor, not including the marine chemist, will meet the shipcheck POC at the NNSY Pass office. NNSY will arrange for transportation to the sites and the return to NNSY Pass Office. Expect the duration of the visit to be 4 hours. Each member of the contractor team will be required to provide and wear personal protective equipment (PPE). PPE includes an ANZI certified Hardhat, Safety Glasses, Safety Shoes and single hearing protection in the 84 dBA range. Additionally, since you will be looking at Main Ballast Tanks, which have the new paint system applied, contractors entering the Main Ballast Tanks will need; gloves, plain coveralls (free of rivets) and shoe coverings. Individual flashlights with lanyards are recommended. All Main Ballast Tanks on the USS SAN FRANCISCO (SSN 711) will have staging and lighting in place for the March 19th visit. The project point of contact will keep a record of all personnel and all items entering the tanks. Entry into a tank requires a "tank watch." A tank watch is required to ensure constant and positive communications is maintained with the personnel inside the tank. Each contractor will be required to maintain a tank watch while their inspection team is in the tank. Entry into a tank requires the services of a certified marine chemist to verify the tank is safe for personnel entry. The marine chemist must certify each tank visited as safe for personnel entry. Each contractor will independently gas free for the date of the shipcheck. Minimum OSHA standards will be followed CFR 29, 1915 Shipyard Industry for Fire watch and Gas Free Services. The Controlled Industrial Area (CIA) is an inherently hazardous environment. The Main Ballast Tanks will be entered from the drydock floor, through staging. Note: Lead work will be in progress in some of the ballast tanks, however, these will not be open for inspection and respiratory equipment will not be required. No yellow plastic bags or raincoats are authorized at NNSY. No photography is allowed.
