Description

This project solicits a Best Value Source Selection construction contract for the construction of an extension to parallel taxiway F, miscellaneous paving, pavement repairs, taxiway striping and water tower repairs. The work also includes the installation of new runway and taxiway lighting, repairs to existing lighting, and the replacement of exiting lighting vault and regulators. The project includes the optional replacement and reworking of the base of the main runway and runway hold area. The work demolishes building LP-112 and includes other incidental related work. The requirements for the Source Selection Technical Factors criteria are as follows: Technical Factors: (1) Management Approach and Schedule; (2) Past Performance; (3) Corporate Experience; (4) Key Personnel and Safety Performance; Sub-factors (4a) Key Personnel; (4b) Safety Record; Sub-subfactors (4b1) Experience Modification Rating; and (4b2) OSHA Incidence Rate. Overall, Technical Factors and Price are approximately of equal significance. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous/best value to the Government. Proposers should not assume that they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Government also reserves the right to contact offerors for the purpose of clarifying aspects of their proposal. The Government reserves the right to enter into discussions if it deem necessary, and if discussions are conducted, the offerors will be afforded the opportunity to revise their proposals. The Solicitation Release date is approximately 9 March 2001. The receipt date for proposals is approximately 16 April 2001. The solicitation is available in electronic format only.
