Solicitation Number DAAB32-01-R-0001 POC: Cynthia Hall, Contract Specialist (520) 533-0363 DESC: The Communications-Electronic Command Acquisition Center Southwest Operations Office, Fort Huachuca, AZ, intends to award a contract on a sole source basis to the University of Arizona (UA) for Modeling and Simulation Support. The period of performance is anticipated to be five years (this includes options). The estimated value is $3,500,000. Cost No Fee IDIQ contract is contemplated. The UA will provide the following services: 1. Provide support with the development of an Object-oriented design methodology using the Unified Modeling Language. 2. Provide assistance in the development of a middleware protocol framework for integrating security services for the Army communications networks using commercial-off-the-shelf software and hardware. 3. Perform modeling and simulation of ISEC designs and architectures in communications networks, knowledge management systems, acquisition systems, distance learning systems, information technology systems, multimedia collaborative systems, knowledge management systems, distributed storage area networks, and data mining systems. 4. Provide expertise in creating a methodology to validate industry communications network components and software systems. 5. Interact with industry vendors to obtain the component characteristics that can be used in the validation process. 6. Study the feasibility of integrating hardware with modeling and simulation, "hardware in the loop," to include a prototype demonstration. 7. Study the methods and techniques for distributed modeling and simulation of complex Army communications systems and networks using networks of workstations. 8. Study the feasibility of a seamless hardware and software interface that can be used to emulate and simulate COTS products using theoretical modeling methods and tools. 9. Assist in the development of modeling and simulation of applications areas, such as CUITN base network architectures, ADLP distance learning systems, knowledge management systems, intelligent network management systems, and real-time multimedia collaborative systems. 10. Identify the requirement for developing models for Security in Depth (SID) frameworks and network centric applications. 11. Conduct a market analysis of modeling and simulation in the Army and in DoD to enhance ISEC's ability to be a participant in the modeling and simulation arena. 12. Prepare reports and publications that document the modeling and simulation results and publish the results in journals and prominent conferences. Assist in the development of object-oriented architecture for knowledge management Army systems that require modeling and simulations efforts, such as the Joint Vision Integrated Cell (JVIC) and the USRPAC KM program. 13. Provide support in the information systems engineering support for the I3MP MODSIM as specified in individual subtasks. 14. Provide information systems integration support for the I3MP MODSIM as specified in individual subtasks. 15. Provide Modeling and Simulation support in the area of I3MP MODSIM. 16. Provide support in the telecommunications, modeling and simulation, prototyping, office automation, and Information Management Systems (IMS) areas.
