- Description
- The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the Society of Automotive Engineers (SAE) International, for the continuation of assignment and maintenance of the World Manufacturer Identifiers (WMI) in accordance with 49 CFR 565.5, Vehicle Identification Numbers (VIN). Specifically, the contractor shall: 1) Act as an agent for NHTSA in assigning and maintaining unique WMI's for manufacturers who intend to produce vehicles for sale in the USA, 2) Assign WMI's 30 days of receiving a request from a manufacturer, 3) The existing compendium of WMIs shall be appended as new WMIs are issued. On a monthly basis electronically transmit files containing recent additions to the compendium in MS Access format, and in ASCII format with the fields enclosed within quotations and separated by tabs. Publish an annual compendium of the assigned WMIs, and 4) Submit one hard copy and one electronic copy of the annual publication to NHTSA within 30 days after compilation and publication. The anticipated period of performance is for a base period of twelve (12) months with three one year option periods. A fixed price contract is anticipated. Interested firms should identify their capability provide the equipment described above. The written response must included detailed information relating to the specific equipment being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the requested items will not be considered. Oral expressions of interest will be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Quotations solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from Sensors Applications, Inc. on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with 15 days from the date of publication of this notice.
