Description
The USDA, Agricultural Research Service, Avian Disease & Oncology Unit, East Lansing, Michigan, has the requirement for two (2) normalized cDNA libraries. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-1-6024 is being issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. The solicitation is issued under full and open competition. Any responsible contractor may submit a quotation. NAICS Code 11231 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors are to propose prices for the following: CLIN (Contract Line Item Number) CLIN 0001 2 each -- Normalized cDNA library; CLIN0002 transform and pick clones and produce 3 replicate sets per library. The salient characteristics: DESCRIPTION of Requirement -- Construct two normalized libraries from a maximum of 3 chicken tissues per library provided by USDA-ARS-MWA-AD&OL, East Lansing. Pool a maximum of 3 chicken mRNA's (isolated from tissue) and construct 1 ployA trimmed dT primed standard cDNA library. This standard cDNA library will then undergo 1) 2 subsequent rounds of normalization using clone biased protocol designed to yield comprehensive gene discovery across all transcript abundance classes in the specific tissues; 2) elimination of insert sizes below 600 bp from the normalized library prior to pilot sequencing, and 3) pilot validation (sequencing of 192 clones in conjunction with validation bioinformatics) of all libraries constructed (standard and normalized) to evaluate library quality and help determine sequencing depths. Transform and pick approximately 50,000 clones per normalized library constructed and produce three replicate sets per library. All cDNA libraries will be sent to USDA as ligation mix and all physical clones will be returned to the USDA-ARS-MWA-AD&OL as glycerol stocks in 384 well plates. This FAR clauses may be viewed at http://www.ARNet.gov/far/ . Proposals will be evaluated on price and proof of meeting the salient characteristics listed above. The evaluation factors for award listed above shall be considered equally, with no one element being weighted more than the others. Award resulting from this solicitation will be made to the responsible offeror whose quote offers the "best value" to the Government, which may not necessarily be the quote offering the lowest realistic price nor the highest technically. In the event the offerors are considered essentially equal in terms of technical capabilities the government reserves the right to award to the offeror with the lowest realistic price. Payment will be made 30 calendar days after receipt of libraries. Libraries will be shipped FOB Destination to: USDA-ARS-MWA, ADOL; 3606 E. Mt. Hope Road, East Lansing, MI 48823. Prices must include any freight and shipping. Desired delivery of libraries is within six months after receipt of award (however delivery is negotiable).
