Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This Request for Quotation, TSP10054, incorporates provisions and clauses in effect through Federal Acquisition Circular 97-22. The associated NAICS Code is 721110 and the business size standard is $5.M. OTS will use the test program under the Simplified Acquisition Procedures to award this contract. The Office of Thrift Supervision (OTS) regulates and supervises the nation_s thrift industry to ensure the safety and soundness of thrift institutions. In the furtherance of its supervisory and regulatory mission, OTS conducts various kinds of training through the Office of Professional Development for its core staff, agency examiners. To this end, the OTS is seeking a hotel that can accommodate ALL known dates and room requirements as setforth below. Accommodation Requirements: The hotel MUST be within a reasonable distance to OTS_s headquarters, 1700 G Street, NW, Washington, DC. It must have the following elements _ 1) be a suite hotel with a kitchenette (OTS_s preference); 2) have good room access, key lock, code entry or card access. Proposal should describe the room_s access and safety lock for guests once inside the room; 3) have a working area with desk or worktable, and adequate lighting to provide a study area in the room. Size, location and convenience of this area for study will be taken into consideration when evaluating accommodations; 4) a separate data port for the use of lap top computers. Include the availability of the data port, and any associated costs for its use in the proposal. Data port must be located in the working area as noted above. OTS provides an 800 number for employees to use when logging into its e-mail system; 5) have a good phone system, with voice-mail, speakerphone capability. Proposals should address the cost for outgoing calls, local and long distance. The phone system must be described in the proposal. Additionally, all OTS employees will have a calling card; 6) describe any other business services available in the hotel, i.e., fax and copy machines, etc., for guests. Proposal must address accessibility and costs; 7) provide hours for front desk services, maintenance and general information for hotel in your proposal; 8) have the ability to guarantee non-smoking rooms to guests upon request; 9) provide parking facilities for hotel guests. Please provide rates and accessibility issues if used by OTS guests while at the hotel; 10) provide information on any restaurant(s) or room service for the hotel. Describe any complementary meals or snacks that would be provided to OTS_s hotel guests; 11) describe any other common rooms, meeting rooms, fitness room facilities or other amenities provided to guests that would be of benefit to OTS guests; 12) hotel must comply with the Hotel/Motel Fire Safety Act of 1990, 15 U.S.C. 2201 (PL 101-391); 13) hotel must also comply with the Americans with Disabilities Act, 42 U.S.C. Section 12101 et.seg (ADA); and 14) must have one of the following ratings: First class or higher per the Official Hotel Guide; Three Crowns or higher per the OAG Business Travel Planner; or Three Diamonds or higher per AAA. Prior to executing any contract with a hotel, the OTS will visually inspect the room type(s) that would be provided to OTS guests. In addition, you should provide any renovation history, or any renovation plans in 2001 that would affect OTS guests while at the hotel. Specific Location Requirements: The Office of Thrift Supervision is located at 1700 G Street, NW, at the corner of 17th Street NW. Classes will normally begin between 8:00 and 8:30AM, so participants are expected to be able to walk to the office/facility from the hotel, or take metro to the stop nearest the OTS facility (Farragut West). Participants are also expected to use public transportation or walk to restaurants or other attractions within the city. As a result of this, the following will be a key consideration when evaluating a hotel_s property: a) the walking distance to the OTS office must be under 15 minutes, walking at an average pace, at any time of the day. OTS will physically walk the distance during the evaluation process. OTS will also take the simplicity and safety of the route into consideration; b) a conveniently located metro stop. Metro stop should either be visible from the hotel, or access to stop is under a 5-minute walk, at an average pace, any time of the day. Again, OTS will walk the distance during the evaluation. Although a blue line stop is preferred for airport accessibility, we will accept either a blue or orange line stop since those metro stops are close to the OTS facility; and c) restaurants that are within walking distance to the hotel, or accessible by metro, and the price range of those restaurants, must be provided. The walking distance to such establishments must be less than 15 minutes, and by metro under 5 minutes. Billing Requirements/Other Administrative Needs: a) sleeping room charges must be direct billed to OTS Washington, DC via the purchase order/contract (taxes not applicable). However, incidental charges by OTS guests must be billed directly to that person_s credit card; b) guest names for rooms will be provided via a rooming list, with a confirmation number assigned to each room. Specific timing requirements include the initial rooming list provided approximately 30 days prior to the start of the class, with confirmation numbers provided to OTS at that time. OTS reserves the right to change rooming requirements up to 7 days from the start of the class. This may include dropping a room(s) without penalty or adding an additional room(s) at the same rate. Any changes needed by OTS would be timely communicated to the hotel; c) describe in the proposal the hotel contact person, and the system in which cancellations or other changes would need to be communicated to the hotel. Simplicity of process, with one contact person and/or communication with reservation personnel, will be evaluated by OTS; and d) describe hotel_s ability to provide invoices with separate room folios and ability to identify each training class by the name of class. A sample is suggested for evaluation purposes. Date and Room Requirements: the current date and room requirements for OTS training in 2001 follow. The number of rooms is a good approximation since OTS class participation does often vary. There are also three (3) _to be determined_ (TBD) dates late in 2001, however these TBD dates may not be needed. If this occurred, the OTS would not have any liability to the Hotel. This rule would also apply to expected classes, for what ever reason, that are scheduled or cancelled. _2001 Class Dates_ _ Management School -- April 23-27 (5 nights and 25 rooms or 125 room nights); Compliance II School -- June 11-15 (5 nights and 25 rooms or 125 room nights); Compliance I School -- July 16-27 (12 nights and 25 rooms or 300 room nights); Specialty Exam School -- October 15-19 (5 nights and 25 rooms or 125 room nights); and 4th calendar quarter School (5 nights and 25 rooms or 125 room nights) for a combined total of 800 room nights. Additionally, there will be three TBD class dates in late 2001 of 5 nights each and 25 rooms each for a total of 375 room nights. This purchase order/contract will also contain two (2) option years for accommodations, which for bidding purposes should be anticipated at the same rooms usage as 2001. As noted earlier, OTS will inspect the facility before awarding a purchase order/contract, therefore complimentary room(s) shall be provided for overnight inspection purposes to OTS evaluators. Mandatory Requirements _ a) hotel or conference center must comply with the Hotel/Motel Fire Safety Act of 1990, 15 U.S. C. 2201 (PL 101-391); b) must comply with the Americans with Disabilities Act, 42 U.S.C. Section 12101 et. seq. (ADA); c) must meet the Accommodation Requirements as noted above; d) must be within distances to OTS_s facility as noted under the Specific Location Requirements above; and e) must be capable of meeting OTS Date and Room Requirements as noted above. Interested parties representing hotel facilities should submit as a part of their quotation _ 1) informational literature on the hotel and the services offered; 2) confirmation of its overall quality rating; 3) past performance information; and 4) price. Evaluation of quotations -- OTS will use the following factors to evaluate quotations: Technical Capability _hotel_s quality rating, its proximity to the OTS headquarters facility at 1700 G Street, NW, Washington, DC, and its ability to accommodate the OTS on the dates specified above; Past Performance _ How well the hotel performed in accommodating other guests of a similar size, its commitment to customer service based on its reputation for demonstrating concern for its customers; and Price _ The total price shall include the per night room rate(s) times the number of room nights. The pricing format for bidding purposes should be: Item 001 _ dates of April 23-27, 2001 _ 5 nights and 25 rooms or 125 nights @ $___per night= $_________; June 11-15, 2001 _ 5 nights and 25 rooms or 125 nights @ $____per night= $__________; July 16-27, 2001 _ 12 nights and 25 rooms or 300 nights @ $_____per night= $___________; October 15=19, 2001 _ 5 nights and 25 rooms or 125 nights @ $_____per night= $____________; and 4th calendar quarter, 2001 _ 5 nights and 25 rooms or 125 nights @ $_____per night= $___________. Total Price (item 001) $_____________. -- Item 002 _ Dates TBD _ three dates with 5 nights each for a total of 75 rooms or 375 nights @ $_____per night= $______________. Total Price (item 002) $_____________. This same format should be used for bidding purposes for 2002 and 2003. OTS intends to make an award on a best-value basis. Offerors must also submit with their quotation, in accordance with FAR 52.212-3, a signed Offeror Representations and Certifications _ Commercial Items. This certification can be downloaded from www.arnet.gov/far at Part 52.
