- Description
- The purpose of this notice is to identify companies or organizations which are capable of, and interested in, providing a behaviorally-focused disability management services for Federal Occupational Health (FOH). Federal Occupational Health (FOH), a Division of the Health Resources and Services Administration within the U.S. Public Health Service, works in partnerships with Federal organizations throughout the country to design and deliver comprehensive solutions to meet their occupational health needs. Services include, but are not limited to, management consultation, training and education, health and medical services, industrial hygiene, environmental services, laboratory support, wellness and fitness, ergonomics, employee assistance, and work-life. These customized programs help build a healthier and more productive workforce, reduce liability, and assure safe and healthy workplaces. The nationwide services that FOH seeks will address the psychosocial aspects of returning an employee to work after absence due to either occupational or non-occupational illness and injury. The return to work should be accomplished at the earliest safe juncture and conducted in a cost-effective manner. The process used should also respect the participant's confidentiality, the organization's and employee's needs, and comply with existing regulations and laws. The return to work services should facilitate the most effective and efficient transmission of information among pertinent parties, be effective when used on a voluntary basis by injured/ill employees, and be acceptable to Federal employee bargaining units. These services will be offered to Federal organizations with a wide range of employee populations. The occupational illness/injury rates for these organizations range from two cases per year per 100 employees to over seven cases per year per 100 employees. Companies or organizations interested in performing these services should provide a capability statement to Naomi Haney-Ceresa at HRSA -- DGPM/CPOB, 5600 Fishers Lane, Room 13A19, Rockville, MD 20857 within 30 days of the date of this publication. The capability statement should include: a description of the organization's psychosocially-oriented return to work services and how they are applied within the work setting; a description of the organization's experience providing these services; resources (including personnel) currently available to perform these tasks; bank and credit references; customer references; a description of how the organization is reimbursed for services; and commercial pricing, if applicable, or a description of the company/organization's billing practices for providing such services. There is no obligation on the part of the Government to issue a formal solicitation as a result of this notice and participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government.
