Description
The U.S. Agency for International Development (USAID) has identified an opportunity, in conjunction with Section 208 of the Agricultural Trade Development and Assistance Act of 1954 (P.L.480) as amended by Public Law 106-472, for stockpiling and rapid transportation, delivery and distribution of shelf-stable prepackaged foods. Specifically, USAID is looking for expressions of interest from: (1) U.S. non-profit organizations [see section 501(a) of the Internal Revenue Code of 1986] for the preparation of shelf-stable prepackaged foods requested by eligible organizations and the establishment and maintenance of stockpiles of such foods in the U.S. Preference will be given to organizations that provide one of the following: (a) Non-Federal funds in an amount equal to 50 percent of the amount of funds received under the grant; (b) An in-kind contribution in an amount equal to that percentage; or (c) A combination of such funds and an in-kind contribution. (2) Private Voluntary Organizations (PVOs) and International Organizations (IOs) for the rapid transportation, delivery, and distribution of shelf-stable prepackaged foods to needy individuals in foreign countries. USAID will consider making grants available to non-profit organizations, PVOs, or IOs, to carry out these activities. Organizations requesting shelf-stable prepackaged food or interested in receiving grants should send letters expressing interest to Jon Brause no later than 30 days after the date of publication of this notice. The letters should be one to five pages in length and should describe how the organization can help USAID meet the policy goals stated herein. BACKGROUND USAID continuously searches for ways to increase its ability to respond to humanitarian and development needs around the world. USAID is confident that the authorities provided in this new law can open U.S. food assistance programs to a critical new set of partners in the areas of commodity preparation and storage as well as delivery and distribution. In addition, by encouraging the private sector to donate commodities to non-profit organizations for the preparation of shelf-stable prepackaged foods, this law could increase the availability of new and innovative commodities for humanitarian response at lower costs. Finally, by encouraging the establishment and maintenance of stockpiles of shelf-stable prepackaged foods, new and established USAID food aid cooperating sponsors will have a readily available supply of commodities for immediate humanitarian response.
