Description
Solicitation: USAID/Armenia (hereinafter to as USAID) is seeking proposals to implement Tax, Fiscal and Customs Reform Activity (Activity). This Activity will support USAID/Armenia's Strategic Objective 1.3: Growth of a Competitive Private Sector. Specifically, the work to be accomplished under this Activity will support Intermediate Result (IR) #2, Policy, Legal & Institutional Environment Conductive to Private Sector Activity. The Activity will provide technical assistance primarily in: a) customs administration improvement and modernization, b) macroeconomic analysis and revenue and expenditure forecasting, c) preparation of a Medium Term Expenditure Framework (MTEF), d) budget planning and execution, and e) tax policy and tax administration (including computerization). Training and capacity building are major components of this Activity. USAID contemplates the award of a Cost-Plus-Fixed-Fee Completion contract with a three year performance. The preferred method of distribution of USAID procurement information is via the Internet. The resulting RFP shall be provided on 3.5" diskette or a hard copy only upon special request. The CBD notice can be viewed and downloaded USAID website. The Worldwide Web address is http://www.usaid.gov . Select Business and Procurement Opportunities from the Home Page, then "USAID Procurements". On the following screen, select "Download available USAID Solicitations" and find the number of this solicitation. Receipt of this RFP through the internet must be confirmed by e-mail notification to the Contracts Specialist in Yerevan at ayeghiazarian@usaid.gov if you wish to be notified of any amendments to the solicitation. The subject line should read "Notice of Interest", and the body should address physical address, as well as e-mail return address. It is the responsibility of the recipient of the solicitation document to ensure that it has been received from the Internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes. RCO/USAID/Caucasus anticipates issuing the solicitation on or about March 12, 2001.
