- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Statement of Work to Provide Headhunter Services Background/Objective: NASA-Ames has an urgent requirement to increase the diversity of its employee population. Recruitment will be performed in targeted fields of Science, Engineering, and Computers. Equal Opportunity Programs Office Mission Statement The mission of EOPO is to promote and advocate equal opportunities for underrepresented groups at Ames Research Center. We will accomplish this through recruitment, career advancement, and complaint resolution. Our purpose is to develop and maintain a diverse workforce. Scope of Work: The contractor will provide support to NASA-Ames to recruit African-American, Native American, and Latino personnel for full-time civilian employment. The job/vacancy announcements to be filled will strictly focus in Science, Engineering, and Computers. The Equal Opportunity Programs Office (EOPO) will identify and provide to the contractor a copy of the job/vacancy announcement. The job/vacancy announcement will include the name, organization, telephone number, and email address of the hiring manager. The contractor shall contact the hiring manager to discuss the requirements of the position and obtain a clear understanding of the capabilities, knowledge and skills required to fill the open position. The contractor shall contact the hiring manager following selection for a debriefing on why referred candidates were selected or not for a specific position. Placement Fee: Terms and conditions to be provided by the contractor. The contractor shall provide terms and conditions addressing policy for replacement of employees leaving or terminated. Deliverables: The contractor will provide a list of qualified candidates for the designated job/vacancy announcements. The list is to be delivered to the Equal Opportunity Programs Officer, no later than 5 days after closing of job/vacancy announcement. Place of Performance: Contractor's office and on-site visits to NASA-Ames Research Center on occasional basis as deemed appropriate by the contractor. Period of Performance/CLINs 01 Base Period: 03/12/01 through 10/30/01 1 Job Services not to exceed $45,000.00 02 Option Period: 11/01/01 through 10/30/02 1 Job Services not to exceed $90,000.00 The provisions and clauses in the RFQ are those in effect through FAC 97-23. The NAICS Code and the size standard for this procurement are 541612 and $5.0, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA-Ames Research Center, Equal Opportunity Office, Mail Stop 19-5, Moffett Field, CA 94035 in accordance with Statement of Work. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 2:00PM on March 7, 2001, may be mailed or faxed to NASA-Ames Research Center, Acquisition Division, Attn: Alma Garcia, M/S 241-1, Moffett Field, CA 94035 or faxed to (650) 604-3020 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin Evaluation Criteria: Selection and award will be based upon contractors terms and conditions, overall best price, and past performance. Contractor to provide as part of the quotation submittal a listing of three (3) references, to include name of customer (firm or agency), point of contact, telephone number, email address, and reference number if applicable. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. 52.222-21, 52.222-26, 52-222-35, 52.222-36, 52.222-37, 52.232-33 FAR 52.217-9, Option to Extend the Term of the Contract (MAR 2000) [(a) Insert "15 days" and Insert "30 days"] [(c) 19 months ARC 52.204-93 COMMERCIAL AND GOVERNMENT ENTITY (CAGE) CODE REPORTING (JAN 1999) (a) The Offeror is requested to enter its CAGE code on its offer in the same block with its name and address. The CAGE code must be for that particular name and address, not for a parent or other corporate affiliation. Identify this number as a CAGE code by using the term CAGE prior to the number. (b) If the Offeror does not have a CAGE code, the Contracting Officer will request one from the Defense Logistics Information Service (DLIS). Information about CAGE codes may be obtained from the following URL: http://www.dlis.dla.mil/ . The Offeror shall complete Section B of the DD Form 2051, "Request for Assignment of a Commercial and Government Entity (CAGE) Code," attached to this solicitation, and submit it to the Contracting Officer. The Contracting Officer will complete Section A and forward the form to DLIS. Upon receipt, the Contracting Officer will notify the Offeror of its assigned CAGE code. (c) The Offeror must not delay submission of the offer pending receipt of a CAGE code.
