Description
The US Department of Transportation (DOT) Transportation Administrative Service Center (TASC) plans to release a Request for Proposal (RFP) for the Bureau of Transportation Statistics Omnibus Household Survey of the transportation system. The solicitation and resulting contract will be in accordance with Federal Acquisition Regulation (FAR) Part 12. This acquisition is an 8(a) set-aside in accordance with FAR 52.219-11. The RFP will be distributed via the Government's electronic posting web site at http://www.eps.gov (reference DTTS59-01-R-00445) and will be available February 27, 2001. In a ONEDOT effort, the Bureau of Transportation Statistics is working within the Department of Transportation (DOT) modes and offices to design and implement a survey of the transportation system. These surveys will monitor expectations of and satisfaction with the transportation system, and will gather event, issue or mode specific information. A wide range of topics can be surveyed, with a small number of questions about each topic included on the survey. This unique effort is a comprehensive opinion survey program that is ideal for determining attitudes, assessing awareness and tracking trends. There are core questions that are asked monthly, and supplemental questions that vary from month to month. The survey will be used to gather information on a wide range of topics that are of interest to DOT (e.g., DOT Strategic Plan, the customer satisfaction initiative, and the National Performance Review). The design of the Omnibus program includes: 1) a monthly telephone survey of the U.S. population which will yield 1,000 respondents, and 2) targeted, special topic surveys developed on an as needed basis. The monthly survey of adults in the U.S. will include a core set of demographic questions (e.g., age, gender, race, geographic area) as well as a core set of questions that are based on critical information needs within DOT (e.g., satisfaction with the transportation system as a whole; frequency of utilization of various modes; or transportation indicators such as measures of transportation system efficiency or equity). In addition to these core questions, supplemental questions will be included. The type and number of supplemental questions will depend on needs that emerge within DOT. BTS will be responsible for final approval of survey questions. For the targeted surveys, the content will be developed based on information needs within DOT and the data collection cycle will be dependent on those requirements. THE GOVERNMENT WILL NOT DISTRIBUTE HARD COPIES OF THE RFP; DISTRIBUTION WILL ONLY BE DONE VIA THE AFOREMENTIONED METHOD SO FIRMS SHOULD NOT RESPOND TO THIS NOTICE BY REQUESTING TO BE PLACED ON A SOLICITATION MAILING LIST. The RFP and related documents will be provided in Microsoft Word format. The RFP will have instructions for providing questions and comments. DOT anticipates that all subsequent solicitation documents (e.g., amendments to the RFP and responses to questions) will be disseminated to offerors via the same method.
