Description
In a FULL AND OPEN COMPETITIVE Request for Proposals (RFP) which will be published soon on the Electronic Posting System (EPS) at Internet address HTTP://WWW.EPS.GOV, the Federal Highway Administration (FHWA) will be seeking proposals for a new indefinite delivery/indefinite quantity task order contract under which the contractor will provide human factors research, traffic and highway engineering and program development support to the FHWA Human-Centered Systems Team in the planning, development and conduct of activities within the areas of highway safety, highway operations and the special projects program. It is anticipated that the contractor will: (1) analyze and review issues and prepare documentation relating to highway safety, highway operations, intelligent transportation systems traffic management centers, driver-vehicle interfaces, pedestrian and bicyclist concerns, and the Intelligent Vehicle Initiative; (2) ensure, through appropriate technical reviews, that research programs are technically sound and cost effective; (3) provide technical support in the design and execution of analytical research studies, field investigations and laboratory experiments to fulfill program requirements; (4) provide human factors and traffic engineering technical support in ongoing and planned special projects; (5) provide the government with technical data and documentation in support of program objectives in highway safety and highway operations and other program areas; and (6) provide support in outreach activities, including presentations, publications, exhibits, media pieces, electronic documentation and other related activities. FHWA advises that Science Applications International Corporation (SAIC) has performed work that is similar to the work contemplated under this prospective procurement. However, there is no incumbent contractor. SAIC is ineligible to compete under this procurement, and prospective offerors are instructed not to contact SAIC for any information. The Request for Proposals (RFP) for this new procurement will probably require oral presentations from the offerors who advance to that stage of the competitive process. It is currently estimated that the winning offeror will possess extensive experience and expertise in: program management in human factors-related and/ or transportation-related research and development projects; human factors engineering and transportation engineering; experimental psychology; developing software; setting up electronic and other laboratory equipment; using graphics systems; and marketing. It is currently estimated that the resulting contract will have a two-year base period, and three option years. Because the ENTIRE RFP will be posted at the Internet address cited above, the FHWA does NOT plan to issue any HARD copies of the RFP to any prospective offeror. Therefore, offerors are instructed not to send letters or faxes or e-mails requesting the RFP. TELEPHONED, E-MAILED, OR FAXED REQUESTS FOR THE RFP WILL NOT BE ACCEPTED. Instead, all offerors are to obtain the RFP from the EPS. Any subsequent AMENDMENTS to the RFP will LIKEWISE be published on the EPS at the Internet address cited above, and the FHWA does NOT plan to mail out any HARD copies of any such amendments. Therefore, it shall be the responsibility of each prospective offeror to closely and frequently MONITOR the EPS for any AMENDMENTS to the RFP. Monitoring the EPS for any amendments to the RFP will be absolutely essential for all prospective offerors, since amendments usually contain crucial information. It is currently estimated that the RFP will be posted on the EPS on approximately March 23, 2001. The _DUE_ date shown above is merely an ESTIMATE of the date on which proposals will be due. The ACTUAL due date for the FHWA_s receipt of proposals will be stated in the RFP.
