Description
The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) intends to negotiate with only one source under the authority of FAR 6.302-1 using Simplified Acquisition Procedures (SAP) to rent a training facility to conduct law enforcement in-service training during the period 3/12/01 through 3/23/01. The training facility shall consist of classrooms, restaurant/dining room, lodging, shooting ranges, driving track, and physical fitness area. All of the above shall be located within the same complex and walking distance of each other. The Government believes that the only responsible source capable of satisfying the agency requirement is Evergreen Air Center, Pinal Air Center, Marana, Arizona 85653-9501. A justification for other than full and open competition has been prepared in support of this acquisition. The following minimum acceptable specifications apply to this requirement: LOCATION: (a) The training facility shall be located in an area of the western continental United States. The site must be located in a warm weather area. Dry climate is preferred, in order to conduct both day and night time outdoor training. (b) The training facility shall be located in the general area of Phoenix, AZ, or Tucson, AZ area and within a one-hour drive from a major airport, which provides, on a daily basis, scheduled commercial jet aircraft services. FACILITIES: (a) Classroom (one each): Capable of accommodating up to 35 individuals at any one time. The classroom shall be furnished with sufficient tables and chairs to accommodate each student and instructor in a comfortable and clean environment. The classroom shall also be equipped with white/chalk board, overhead projector, television monitor(s) (sufficiently large to be seen at the rear of the classroom), VHS, VCR, and an instructor's podium. (b) Classrooms/Break-out Rooms (two each): Capable of accommodating up to 18 students at any one time in a comfortable and clean environment. The classrooms shall be furnished with sufficient chairs and tables to accommodate each student and instructor. The classrooms shall be equipped with audio/visual equipment and podium. BLM shall have exclusive use of the classrooms throughout the training period. (c) Classroom: A small room or office minimum 12' x 18' capable of being darkened for the use of video projection of Firearms Training System (FATS) scenarios. BLM shall have exclusive use of the classrooms throughout the training period. (d) Matted Room: Capable of accommodating up to 18 students at any one time in a comfortable and clean environment. Adjacent to the classroom shall be a storage area of sufficient size (10' x 10' minimum) to secure physical specialities training equipment. BLM shall have exclusive use of the matted room and storage area throughout the training period. (e) Weight Room: Equipped with a universal gym-type machine capable of performing bench press exercises. BLM shall have access to the weight room, during its hours of normal operation, throughout the training period. (f) Lodging: Sufficient rooms to accommodate up to 45 students and/or instructors. Rooms shall be located within the training complex. Single room occupancy with adjoining bath is preferred. Shared bathroom by two (maximum) rooms is acceptable. Daily full maid service to include fresh linen and towels is required. Telephones: Not required in each room, but not less than four public pay telephones (located indoors) shall be available to the students within the complex. (g) Dining Room: Dining facilities shall be located within the training complex. The dining room shall be capable of seating up to 45 individuals in a comfortable, clean and pleasant environment. A minimum of three (3) meals shall be offered on a daily basis. They shall be breakfast, lunch, and dinner and served at their normal times. The meals shall be of a standard nature as would typically be served at a public restaurant. (h) Firearms Ranges: At a minimum, two (2) firing ranges capable of accommodating pistols, rifles, and shotguns. Length of shooting ranges shall not be less than 50 yards. Each range shall have the capacity to accommodate up to 18 shooters at any one time. BLM shall have exclusive use of the ranges throughout the training period. (i) Driving Track: A paved driving course suitable for conducting pursuit, driver, and vehicle stop training. BLM shall have exclusive use of the driving track throughout the training period. (j) Vault: Capable of storing up to 40 rifles, 40 shotguns, and 40 handguns. BLM shall have exclusive use of the vault throughout the training period. (k) Ammunition Storage: A vault, bunker, or other suitable storage location capable of storing up 25,000 rounds of small arms ammunition. BLM shall have exclusive use of the ammunition storage area throughout the training period. (l) Office Space: One office with locking door equipped with a desk, chairs, and telephone capable of local calls and long distance credit card calls. This office space is for the use of the course coordinator and instructor staff. (m) Copier Access: Access to a copy machine capable of making up to 20 collated sets. Copies made will be reimbursed on a per sheet basis. The estimated value of this simplified acquisition is $30,000.00. No Request for Quotation (RFQ) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is not restricted and North American Industry Classification System (NAICS) code 721310 Rooming and Boarding Houses applies. Responsible firms believing they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer referencing action item #RAQ012310. However, they must provide supporting evidence they can furnish the requested services at a cost that will not exceed the total estimated transaction cost. All responses will be fully considered. If no affirmative responses are received by March 9, 2001 to the effect that a comparable source exists, an order will be placed with Evergreen Air Center for the requirements stated here.
